Official description of the call

First: Regulatory Bases. The regulatory bases for the granting of these subsidies, under a non-competitive competition regime, are published in BOP No. 144 of July 29, 2025, and in the Electronic Headquarters of the Provincial Council of Seville. Second: Object and purpose. The Firefighter System of the Province of Seville has as its scope of action the entire Province, with the exception of Seville Capital and the City of Dos Hermanas. It covers almost 14,000 kilometers of territory, with 104 municipalities served and a population of 1,119,829 inhabitants served, in addition to a network of 26 fire stations, of diverse types in terms of ownership of the infrastructure and personnel that provide the service in them, distributed in 5 areas of action, coordinated from the Emergency Operational Center of the province of Seville (COEPS). Currently, these infrastructures present poor maintenance conditions that need to be corrected to avoid further deterioration, which can be summarized in the need to carry out complementary works, renovations and maintenance that extend the useful life of the facilities and the replacement of furniture and equipment (expenses all considered as real investments), which allow guaranteeing the correct functioning of these facilities and decent conditions of stay in them. Third: Beneficiaries. The municipalities integrated into the Prevention, Fire Extinction and Rescue Consortium of the Province of Seville whose Fire Stations are served exclusively by civil servants will have the status of beneficiary entity. Fourth: Eligible expenses. Investments that give rise to works contracts and/or the supply of furniture and equipment to be acquired will be considered eligible activities for the purpose of updating the facilities of the Fire Stations. The nature of the expense must comply with the provisions of Order EHA/3565/2008, of December 3, which approves the structure of the budgets of local entities, in relation to Chapter 6, Real Investments. The beneficiaries must use the assets for the specific purpose for which the subsidy is granted, throughout their useful life. Fifth: Concession procedure. The concession procedure is the non-competitive competition contemplated in art. 13.2 of the General Subsidies Ordinance of the Provincial Council of Seville (BOP no. 104 of 05/09/2023) which establishes the possibility that the subsidies processed by the different functional areas of the Provincial Council can be called and granted with reasons in a non-competitive competition regime, when the nature of the subsidy makes it advisable in accordance with the objective criteria established in the specific bases, without the need for objective assessment criteria are subject to scoring. Sixth: Financing: The call will have a total expected cost of €1,400,000.00, contributed entirely by the Provincial Council, and contemplated in the following application for the year 2025: 3203.13604/76200 €1,400,000.00 Seventh: Submission deadline. The Application Submission Period will be ten business days counted from the day following the publication of the extract of the call in the B.O.P. of Seville through the BDNS. Eighth: Deadline for carrying out the activity. It is established that the period for carrying out the subsidized activity will be from the day following notification of the definitive granting of this subsidy until December 31, 2026. Ninth: Amount of subsidies and payment. Once the deadline for submitting applications has ended, all those that meet the established requirements will be dealt with on an individual basis, with a maximum grant limit of €93,333.33 for each local entity. If the cost of the activity is higher than the approved amount, the additional financing will be borne by the beneficiary entity. In the event that there is excess funding due to exclusions of applications or withdrawal during their investigation, or due to subsidy amounts requested below the maximum amount for each municipality, the excess funding will be prorated equally among those applications admitted and whose activity budget is higher than the maximum amount for each municipality.
