Mayoral Decree 3049 of September 2, 2025, which approves the CALL for the granting of Sports Subsidies 2025 through a competitive competition regime

Official description of the call

First. Beneficiaries. Non-profit clubs established in accordance with current legislation and registered in the Registry of Sports Entities dependent on the General Directorate of Sports of the Ministry of Education, Culture and Sports of the Government of Cantabria, which have their registered office in the municipality of Castro Urdiales, may apply for the subsidy. Entities or Associations in which any of the circumstances provided for in article 13.2 of Law 38/2003, of November 17 and 12.2 of Law 10/2006, of July 17, on Cantabria Subsidies, may not obtain the status of beneficiary. These requirements must be accredited by the applicants in accordance with the form provided in the official grant application model. Second. Object. The purpose of the subsidy is to promote sports and carry out extraordinary sports activities carried out in the municipality of Castro-Urdiales. Ordinary and extraordinary activities of a sporting nature may be eligible for subsidy in accordance with the specific call as described below: ORDINARY: Activities for the development and implementation of activities to promote specific training and sports promotion will be eligible and which, due to their projection and interest, coincide with the objectives of the Castro-Urdiales City Council, or which participate in official competitions or leagues, regulated by the corresponding Federation at the regional or state level. These aid will be distributed annually and based on the ordinary activities carried out. EXTRAORDINARY: The organization and carrying out of extraordinary sports activities considered of interest by the Castro-Urdiales City Council will be eligible for subsidies. Those sports activities carried out by the entity that are not part of its ordinary activity and are derived from it will also be considered extraordinary, including phases of promotion to higher categories, special replacements of material and others. The following are excluded from the scope of application of this Ordinance: Clubs that are beneficiaries of Nominative Subsidies by virtue of the signing of the corresponding Agreement. Motor racing, motorcycling and horse riding are modalities that entail a high economic cost concentrated on a few participants, which is why they are excluded from ordinary subsidies intended for the club's ordinary expenses, not affecting the expenses incurred by the organization of extraordinary sporting events. The amount of the subsidy may not exceed 100% of the activity's budget. The granting of the aid contemplated in this call will be subject to the principles of publicity, transparency, competition, objectivity, equality and non-discrimination, as well as effectiveness in meeting objectives and efficiency in the allocation and use of public resources. Third. Regulatory bases These subsidies will be governed by the provisions of this call, in Law 38/2003, of November 17, General Subsidies; in the General Regulations of the Subsidies Law approved by Royal Decree 886/2006, of July 21; in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations; in Royal Decree 130/2019, of March 8, which regulates the National Subsidies Database and the advertising of subsidies and other public aid; in the General Subsidies Ordinance, published in the Official Gazette of Cantabria No. 179 dated 09/12/2018 and in the remaining administrative law rules that may be applicable, and failing that, the private law rules. The regulatory bases for the granting of these subsidies are contained in the Ordinance for the granting of subsidies in the field of Sports for the ordinary and extraordinary activity of non-profit clubs approved on 08/28/2018 and published in the Official Gazette of the Province No. 179 dated 09/12/2018. The procedure for granting these subsidies will be on a competitive basis, through the examination of the applications submitted, in order to establish their evaluation in accordance with the evaluation criteria established in this call.
