Official description of the call
First. Object and legal regime. 1. The purpose of the Order is to establish the regulatory bases and approve the call for subsidies, under a competitive competition regime, aimed at professionals, for the implementation of cultural activities and projects in rural areas between January 1, 2025 and December 31, 2026. 2. In accordance with the second section of the Culture Sector Conference agreement of May 7, 2025, this call for aid has the following purposes: To promote and diversify contemporary cultural activity, creation, practices and processes in close connection with communities and their specific social, territorial and cultural contexts, contributing to the construction of new stories, imaginaries, representations, aesthetics, values and attitudes for rural areas in the context of the challenges posed by the contemporary world, as well as highlighting, in dialogue with the present, heritage and traditional knowledge and wisdom. Promote, from a cultural rights approach, inclusion and stimulate active citizen participation in cultural activity as an instrument of democratic participation, well-being, health and social and territorial cohesion, with special attention to the incorporation of gender equality strategies, intergenerationality and child and youth participation. Promote the dynamization, modernization and innovation of the cultural and creative sectors and agents that operate in rural areas, favoring the generation of employment, professionalization and the creation of professional networks, as well as helping to achieve gender equality in employment in these sectors. Promote cultural diversity, intercultural dialogue and rural-urban exchange. Promote compliance with the Sustainable Development Goals and environmental awareness and sustainability, as well as the establishment of alliances with non-cultural sectors of special relevance in rural areas: agriculture, livestock, environment, ecological transition, demographic challenge, equality, education or health. 3. For the purposes of this Order, rural areas are understood to be: Municipalities that have a population of less than 30,000 inhabitants and a density of less than 100 inhabitants per km2. In any case, Municipalities with a population of less than 10,000 inhabitants, regardless of their population density. To verify compliance with these requirements, the latest data for each municipality published by the National Institute of Statistics (INE) will be taken into account. 4. Each company may submit a single application, which will contain a single project of cultural activities in rural areas. 5. The receipt of this subsidy is compatible with the receipt of other subsidies, aid, income or resources for the same purpose, from public or private organizations, without the total amount of aid received exceeding the cost of the subsidized activity, in accordance with the limitations established in article 18 of the Cantabria Law 10/2006, of July 17, and without the aid received by the beneficiary, in the last three fiscal years, being able to exceed the 300,000 euros, as established by the applicable community regulations (Commission Regulation (EU) 2023/2831, of December 13, 2023, relating to the application of articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid). Obtaining a subsidy under this call is incompatible with the receipt, by the same beneficiary and for the same project, of other subsidies managed by the General Directorate of Culture and Historical Heritage. 6. All notifications to be made to interested parties during the investigation and resolution phases of this call will be made through the electronic notice board of the electronic headquarters of the Government of Cantabria https://sede.cantabria.es/sede/tablon-electronico-de-anuncios These publications will replace individual notifications with the same effects, by application of what is established in article 45 of Law 39/2015, of October 1.
