Official description of the call
First: Regulatory Bases. The regulatory bases for the granting of this subsidy, under a non-competitive competition regime, are published in BOP No. 192 of October 6, 2025, and in the Electronic Headquarters of the Provincial Council of Seville. Second: Object and purpose. The purpose of the bases is to establish the regulations governing the granting of subsidies by the Supramunicipal Public Services Area to finance actions for the repair, rehabilitation and conservation of the infrastructure of rural roads, owned by municipalities and local autonomous entities. The extensive network of public rural roads in Seville constitutes an essential communication element for the current and future development of the rural environment. The good condition of this road infrastructure is essential to achieve the development of modern and competitive agriculture, constituting an indispensable factor for the promotion of rural areas, contributing to a more sustainable rural model. Furthermore, it is essential to establish any economic diversification program in rural areas, a basic aspect of rural development in Seville. During the last few months, the province of Seville has suffered extraordinary meteorological episodes, with intense and persistent rainfall that has exceeded the usual values for this time of year. These rains have caused serious damage to the network of municipally owned rural roads, seriously hampering access to agricultural and livestock farms and dispersed population centers, and compromising road safety and the development of economic activity in rural areas. This scenario requires urgent and coordinated action that guarantees the repair, rehabilitation and conservation of said roads, as well as their preventive maintenance in the event of possible new adverse weather events. Consequently, the line of subsidies being processed responds to the need to restore minimum conditions of safety, accessibility and operability in the affected rural roads, which has a direct impact on the improvement of the quality of life of the rural population, the maintenance of primary productive activity and the fulfillment of the powers of this Provincial Council in terms of support for municipalities and local autonomous entities and conservation of the road infrastructure of their ownership. Third: Beneficiaries. The municipalities and autonomous local entities of the province of Seville with a population of up to 20,000 inhabitants that are going to carry out the activity and prove that they meet the requirements and obligations related to arts will have the status of beneficiaries. 13 and 14 of Law 38/2003, of November 17, General Subsidies. Fourth: Financing. The call will have a planned financing of €5,000,000.00, contributed entirely by the Provincial Council, and contemplated in the following budget applications of the budget for the year 2025: 3255/45401/46200: €1,962,616.82 3255/45401/46800: €37,383.18 3255/45401/76200: €2,943,925.23 3255/45401/76800: €56,074.77 The resolution approving the call will include said distribution among the different budgetary applications of the Budget, this distribution having an estimated and provisional nature, at the expense of the applications submitted. Fifth: Deadline for submitting applications. The deadline for submitting applications will be 10 business days from the day following the publication of the extract of the call, through the BDNS, in the BOP of Seville. Sixth: Maximum amount of subsidies. The maximum amount of the subsidy will be €5,000,000, distributed among the municipalities of the province of Seville and local autonomous entities, with a population of up to 20,000 inhabitants. Once the application submission period has ended, all applications that meet the established requirements will be dealt with on an individual basis, paying, if possible, 100% of the subsidized activity, with a maximum limit of the subsidy granted of €54,945.00, being a certain and determined amount for each local entity.
