Official description of the call
Extract from the Agreement dated October 8, 2025 of the Local Government Board of the Castelló de la Plana City Council by which aid is called to provide housing solutions to people in situations of special vulnerability 2025. First. Beneficiaries. Natural persons of legal age who meet each and every one of the following requirements may be beneficiaries of this aid: a) Be victims of gender violence, victims of trafficking for the purposes of sexual exploitation, victims of sexual violence, persons subject to eviction from their habitual residence, homeless persons, and other persons especially vulnerable due to the conditions established in these bases, within the territorial scope of the municipality of Castellón de la Plana. For these purposes, especially vulnerable persons will be considered those who hold such consideration according to an individual assessment issued by the municipal technical services in which the personal circumstances that recommend the granting of aid are taken into account and assessed, such as people with mental health problems, functional diversity, young people formerly protected by the Generalitat, elderly people, former prisoners, asylum seekers, refugees, stateless persons, sheltered under the temporary protection regime or other subsidiary protection statutes, applicants for asylum, people who have become vulnerable due to having been reduced, within the two years prior to the application for aid, the net income of the entire cohabitation unit substantially so that it does not exceed 3 times the IPREM and that the effort to pay the rental income, including the repercussions authorized by the applicable legislation, exceeds 30 percent of the net income thereof, and other similar situations. b) Be the holder of a housing lease contract, formalized in the terms of Law 29/1994, of November 24, on urban leases, as a tenant, or a contract for the transfer of use of housing or any other regime of temporary enjoyment admitted by law. c) The home must constitute the habitual residence of the person or cohabitation unit receiving the aid. d) That the person holding the housing lease contract, transfer of use of housing or any other regime of temporary enjoyment admitted by law, or any of those who have their habitual and permanent residence in the housing is not related in the first or second degree of consanguinity or affinity with the person who has the status of lessor or transferee of the housing, except in exceptional situations duly justified by the municipal technical services. e) That the lessee or assignee or any of those who have their habitual and permanent residence in the rented home is not a partner or participant in the natural or legal person acting as lessor or assignee. f) Those persons or cohabitation units who have a home owned or under usufruct, which they can occupy after accreditation of the status of victim of gender violence, victim of trafficking for sexual exploitation, victim of sexual violence, or eviction from their habitual residence or being considered especially vulnerable and whose occupation is compatible with said situations, may not be beneficiaries. Likewise, persons or cohabitation units who enjoy, under a rental regime, transfer of use or under any temporary enjoyment regime admitted by law, a home belonging to the public housing assets of any public administration or managed by the latter, are also excluded from the aid regulated in these bases. For the purposes provided for in these Rules, the group of people who inhabit and enjoy a home on a regular and permanent basis and with a vocation for stability will be considered a cohabitation unit, regardless of the relationship between all of them. g) Persons who fail to comply with the conditions set forth in Law 38/2003, of November 17, general on subsidies, may not be beneficiaries. However, in accordance with the provisions of the twenty-third basis of the Resolution Resolution of March 13, 2025 approving the regulatory bases for the direct granting of aid to facilitate affordable solutions.
