Official description of the call
Article 1 Beneficiaries and exclusions. Requirements to apply for the subsidy and how to accredit them. Promoters of works with the characteristics established in these bases may access financial aid for rehabilitation in any of the following cases: 1. Communities of Owners. 2. Owners of the entire building in which the works are planned. 3. Owners and usufructuaries of premises in horizontally divided buildings, provided that the actions comply with the provisions of the Horizontal Property Law. 4. Tenants of premises, provided that the actions comply with the provisions of the Urban Leasing Law, are carried out through an agreement with the lessor or there are purchase options in their favor. The works subject to subsidy are those whose purpose is the adaptation of universal accessibility in accordance with the provisions of the Technical Building Code, CTE. The protectable budget for the works will include: the costs referring to the entire civil works specifically linked to the planned adaptation works (masonry, plumbing, electricity, etc.), and those corresponding to the installation of electromechanical devices, equipment and special devices installed that become elements of the building and whose characteristics allow them to be considered an integral part of the property, as long as their justification comes from being a basic and essential need demanded by the characteristics of the building. applicant, to the works necessary to condition universal accessibility in the common elements of the building or correspond to the execution of the works of the reasonable adjustments of universal accessibility determined in the Minutes of the Technical Building Inspection, Minutes of the ITE. The amount of aid will be calculated based on the following percentages: − Works to adapt common elements: 20% − Works to adapt and adapt public establishments: 20% The maximum amount of aid for works will be €12,000 per developer, per property in each budgetary year; with the exception of the Communities of Owners in which there are several portals, understanding that in these cases the maximum limit of aid will be applied based on the protectable budget of the works carried out in each of the portals. The Subsidy application will be submitted on the formalized form, prepared for this purpose, duly completed (Form F2), specifying the actions to be carried out and scope of action together with the documentation referred to in article 14.2 of these Bases. The submission of applications may be made in any of the registries indicated in article 16.4 of Law 39/2015, of October 1, on Common Administrative Procedure of Public Administrations. However, the subjects referred to in article 14.2 of the aforementioned Law 39/2015 must submit their application in the Electronic Registry of the Logroño City Council, https://sedeelectronica.logrono.es/instancia or in the remaining electronic records of the State Administration, the Administrations of the Autonomous Communities, the Entities that make up the Local Administration or any organizations referred to in article 2.2 of the cited Law 39/2015. Before the start of the works covered by these subsidies, municipal technicians from the Office of Urban Regeneration and Housing will carry out an inspection of the place where their execution is planned, checking both the coherence and the need for the action. After the visit, the technicians will issue a report stating the guidelines and criteria to be taken into account when carrying out the works, in accordance with the provisions of the Bases and the Guide for Rehabilitation; without prejudice to the fact that new reports may be issued during the execution of the works. This report will be notified to the interested parties for their knowledge and effects. Applicants who already have the prior report regulated in Annex IV to the bases will only need to submit the Subsidy Application (Form F2), with no need to make a new visit to the work site. Article 2 Object, conditions and purpose of granting the subsidy. This line of municipal subsidy aims to encourage private actions carried out in buildings.
