Official description of the call
Article 1 Beneficiaries and exclusions. Requirements to apply for the subsidy and how to accredit them. Promoters of works with the characteristics established in these bases may access financial aid for rehabilitation in any of the following cases: 1. Communities of Owners. 2. Owners of the entire building in which the works are planned. 3. Owners and usufructuaries of homes or premises in horizontally divided buildings, provided that the actions comply with the provisions of the Horizontal Property Law. 4. Tenants of homes or premises, provided that the actions comply with the provisions of the Urban Leasing Law, are carried out through an agreement with the landlord or there are purchase options in their favor. Those in which there are shares of any public sector entity or body in their organization or share capital will be considered excluded from the status of beneficiaries. Also considered excluded are those applications in which the existence of singular aspects that affect the execution or financing of the work is proven, such as: - The financial potential of its promoter, understood as such a turnover exceeding €10,000,000 per year. - Individuals with more than 10 homes owned in the municipal area. 1. General subsidies for works These aids will be granted to works whose protected budget exceeds the amount of €2,500.00 without VAT and must meet the coherence criteria established by the bases. The works subject to subsidy are all of the protectable actions carried out in the buildings corresponding to those established in Article 7 of the bases and, therefore, that tend to the structural adequacy of the building, that tend to the local adequacy of part of the building for residential use or for the activities determined in the cases of local adequacy for purposes other than housing. “Housing for tourist use” corresponds to an activity excluded from the scope of application of this subsidy. The protectable budget will be determined with the budgets provided by the promoters applying the criteria established in the rehabilitation guide (Annex I of these bases). The protectable budget may include the cost of professional fees for the corresponding works and the visa costs corresponding to the promoter when processing is mandatory. The general percentage in calculating aid will be 35%. with the following exceptions: For works whose purpose is thermal and/or acoustic insulation, the percentage applicable to the protectable budget of said works may be increased up to 15%, without excluding the possibility of requesting aid for other concepts, applying in the latter case the general percentages. In no case may the amount of this aid exceed, for each budgetary year, the maximum amount of €75,000 per developer and building in structural adaptation works and €20,000 per developer and home or premises in local adaptation works. 2. Special subsidies for works. Subsidies for the comprehensive rehabilitation of buildings. 1. Comprehensive rehabilitation works of a building will be understood as those that include the consolidation and restoration of all the structural elements of the property and its general facilities, simultaneously carrying out the complete adaptation of all its floors for the implementation of any of the activities provided for in the General Municipal Plan of Logroño. 2. Municipal financial aid for comprehensive building rehabilitation works will apply to private actions carried out in buildings included in the general scope of application of this line of action in matters of cultural heritage. The planned architectural solutions and intended uses must be appropriate and compatible with the typological characteristics of the building in which they intervene. 3. The corresponding financial aid in these cases will be the percentage equivalent to the general aid, 35%.
