EARLY PUBLIC CALL FOR DEVELOPMENT COOPERATION SUBSIDIES 2026

Official description of the call

First. Recipient Entities The recipients of this subsidy will be Entities, Non-Governmental Development Organizations, Foundations, associations and natural or legal persons that meet the following requirements: 3.1- Of the applicant Entity. Be legally constituted and registered in the corresponding Municipal Registry of Associations, on the date of publication of this call. Have the carrying out of activities or cooperation with developing countries accredited in its statutes as its own purposes. Prove that you have sufficient structure to guarantee the fulfillment of your social purposes, and demonstrate the experience and operational capacity that are necessary to achieve the objectives proposed in the project. Not pursue profit goals or depend economically or institutionally on any public administration. Have adequately justified the previous subsidies in a timely manner, are not in the process of refunding any amount in previous calls and have not had any sanctioning procedure opened in the Ponferrada City Council. Have a group, delegation or support structure in Ponferrada. This may be a natural or legal person who, even if they do not comply with the provisions of letter a) of this section, demonstrate experience in the development of programs regarding development cooperation or humanitarian aid, and who on other occasions have developed similar actions of which the Ponferrada City Council is aware. Those entities that do not have their registered office established in Spain, with a minimum of 1 year prior to the date of submission of the subsidy application, may not be recipients. 3.2- Of the projects: a. Projects must comply with the submission form contained in Annex II. b. The objectives must be formulated in a clear and precise manner, and the means must comply with feasibility and annual temporal development criteria and reflect the temporal development through phases or execution periods. c. Be co-financed with resources other than the aid provided by the Ponferrada City Council. 3.3- Eligible expenses: For the purposes of granting, the eligible expenses corresponding to the following items will be indicated: a. Expenses for reconstruction and rehabilitation of buildings and other structures. b. Transportation, materials, investment and capital goods expenses. c. Expenses corresponding to training activities. d. Financing of any type of management expenses or indirect expenses of the applicant NGO of up to 5%, and never exceeding the amount of €1,000, as long as they are not directly related to the formulation, monitoring and evaluation of the project on the ground. In no case will the following be eligible expenses: a. The interest owed on bank accounts. b. Interest, surcharges and administrative and criminal sanctions. c. The expenses of judicial proceedings. d. The interest owed on bank accounts. and. Luxurious expenses (luxury items) nor those derived from gastronomic celebrations or formal attentions (lunches, dinners, bouquets of flowers?) unless they are strictly necessary, are expressly listed in the admitted project and are approved in the concession resolution. F. Compensation for dismissals. 3.4- Entities that do not meet the following conditions are excluded from the call: a. Aid for projects that may involve the purchase of materials or equipment susceptible to military use. b. Those projects that, in a reasoned and substantiated manner, do not have a balance between objectives, actions and financial cost will be excluded from the call, with the Ponferrada City Council reserving the power to request additional information on the project prior to the resolution of this call. c. Those whose assessment is impossible due to insufficient and imprecise information and/or do not use the project presentation form that appears in the bases. Second. Object and purpose The object of this call, managed through the advance processing procedure, is the granting of subsidies under a competitive competition regime for the co-financing of cooperation projects for sustainable development and global solidarity, carried out by NGDOs, entities and natural or legal persons, in developing countries, which
