Official description of the call

BDNS (Identif): In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (http://www.pap.minhap.gob.es/bdntrans) and in this BOJA. First. Call. 1. They are convened under a non-competitive competition regime, for the year 2025, under the Order of September 2, 2022, which establishes the regulatory bases for the granting of aid under a non-competitive competition regime, due to the temporary cessation of the fishing activity of the fishing and shellfish fleet with a base port in Andalusia, within the framework of the Operational Program of the European Maritime and Fisheries Fund. (2014-2020), modified by the Order of May 22, 2024, the aid listed in the annex to this order, in the maximum total amount specified and in accordance with the budgetary credits that are also indicated in the aforementioned annex, the total amount available for this call being 4,700,000 euros, and the aforementioned amount cannot be exceeded. 2. The periods of temporary cessation of fishing activity, the periods eligible for aid, as well as the maximum eligible days are also listed in the annex to this order. Annex IV of the call order shows the daily scale of aid for 2025 for each bottom trawl fishing vessel that fishes in the Mediterranean fishing grounds affected by the reduction in fishing effort, certified by the General Secretariat of Fisheries on June 19, 2025, in application of Royal Decree 1173/2015, modified by Royal Decree 528/2022. For the crew members of these vessels, the aid will be €50 per eligible day. 3. The period eligible for aid is counted for a minimum period of 5 consecutive days. In the event that within the minimum period of 5 consecutive days there are days of mandatory rest, they will be counted as a computable period. 4. The stoppage days due to reduction in fishing effort within the framework of the Mediterranean Multiannual Plan will be a maximum of 30 additional days, which must have been carried out from January 1 to December 31, 2025, in intervals of at least ten consecutive days and the suspension must occur during the days not included in the periods of 48 hours of mandatory weekly rest, in accordance with article 5.1 of the Royal Decree. 502/2022, of June 27, which regulates the exercise of fishing in national fishing grounds, as stated in article 12, section 3 of Royal Decree 528/2022, of July 5. If the vessel's annual effort reduction is less than ten days, the suspension of the activity must be carried out in a single interval and consecutively. Second. Beneficiaries. 1. The following persons or entities may be beneficiaries of this aid: 1. The following persons or entities may be beneficiaries of this aid: a) Natural or legal persons (shipowners/operators), as well as the groups identified in article 11.3 of Law 38/2003, of November 17, General Subsidies in charge of the exploitation of fishing vessels affected by the temporary stoppage that are registered as active in the General Fleet Registry Fishing, and who have carried out a fishing activity of at least 120 days at sea, during the two calendar years prior to the date of submission of the aid application. b) Natural persons (crew) who have worked at sea for at least 120 days during the two calendar years prior to the date of submission of the aid application, on board a fishing vessel affected by the temporary cessation. Third. Object. The object is the call for aid, for the year 2025, for the temporary cessation of the activity of the fishing fleet with a base port in Andalusia, included in article 21.2.a) of Regulation (EU) 2021/1139 of the European Parliament and of the Council, of July 7, 2021, which establishes the European Maritime, Fisheries and Aquaculture Fund, within the scope of the Autonomous Community. of Andalusia and which are listed in the annex to this extract. Room. Regulatory bases. This call will be governed by the Order of September 2, 2022, which establishes the regulatory bases for the granting of aid in accordance with regulations.
