CALL FOR SOCIAL EMERGENCY AID, YEAR 2026 First.- Purpose and scope. Purpose and definition of Individualized Economic Benefits. The purpose of this ordinance is to establish the regulatory bases for the granting of subsidies to finance the different economic benefits aimed at individuals and family units, in order to remedy a seriously deteriorated situation, one of urgent need or with serious specific problems that affect their personal, social and economic autonomy, and that cannot be resolved with their own resources or means in order to achieve their normal human and social development. Those people who live together in the family home and share ties of consanguinity or affinity of up to the 3rd degree will be considered members of the family unit, which will be accredited by a certificate of coexistence issued by the City Council. These aids are finalist in nature, and must be used only for the purpose for which they were granted. They are subsidiary and, where appropriate, complementary to all types of resources and social benefits of economic content provided for in current legislation that may correspond to the beneficiary or to any of the members of his or her family or cohabitation unit, provided that the latter do not cover the entire need for which the aid is requested. These economic benefits aimed at individuals, family groups or cohabitation units, are configured as extraordinary economic aid, intended to alleviate situations or states of need, so in order not to distort their very nature, the beneficiaries thereof, in the terms of article 13.2 of the General Law of Subsidies, will not be required to comply with the obligation to be up to date in compliance with tax and Social Security obligations. Second.- Concession procedure. 1.- The procedure for granting aid may be initiated: a) Ex officio: by agreement of the competent body, either on its own initiative or as a consequence of a higher order, at the reasoned request of other bodies or by complaint. b) At the request of the interested person: by presenting the application form established by the City Council at the check-in. 2.- The aid will be processed in the Social Welfare Area – Municipal Social Services. Third.- Authorization of expenditure. In the Municipal Budget for the year 2026, there is a budget provision available in item 2310.48901 “SOCIAL EMERGENCY AID”, of the City Council Budget, to cover this expense, increasing the maximum amount over the item to €120,000. Fourth.- Beneficiaries. 1.- Natural persons, for themselves or their family unit, who meet the requirements mentioned in the following article may be beneficiaries of this aid. 2.-A family unit is understood to be one formed by more than one person whose members live in the same home and share ties of consanguinity or affinity of up to the 3rd degree, without prejudice to everything established in article 3 of the Municipal Aid Ordinance. Fifth.- Requirements. Based on the annual Order of the Department of Social Welfare, which regulates and calls for aid in the field of social services, those people who, being in a situation of serious need, meet the following requirements may apply for these: a) That the beneficiary does not have sufficient income to meet the expenses derived from the emergency situation. You must provide the documentation required in each case to justify said emergency situation. b) That the per capita income of the family unit to which the applicant belongs does not exceed the amount stipulated annually in the aforementioned Order of the Ministry of Social Welfare, which regulates and calls for aid in the area of Social Services for each year. c) Be of legal age or legally emancipated minor. d) Be registered in the municipality of Tavernes Blanques continuously for at least six months. e) Provide all the documentation required in each case. f) Express acceptance through sworn declaration, by the applicant, of the conditions that appear in the social intervention design. g) In the case of unemployed people
