As a result, the Recovery, Transformation and Resilience Plan, approved within the framework of the Next Generation EU recovery instrument, subsequently regulated by Royal Decree-Law 36/2020, of December 30, which approves urgent measures for the modernization of the Public Administration and for the execution of the Recovery, Transformation and Resilience Plan, is a country project that requires the involvement of all economic and social agents, at all levels of government. and all the resources of the public administration. This Plan has a first axis aimed at reinforcing public and private investment to reorient the productive model, promoting the green transition, decarbonization, energy efficiency, the deployment of renewable energies, the electrification of the economy, the development of energy storage, the circular economy, solutions based on nature and the improvement of the resilience of all economic sectors, specifically including a component 2 focused on promoting rehabilitation and improvement actions of the building stock. In this context, Royal Decree 853/2021, of October 5, was issued, which regulates the aid programs for residential rehabilitation and social housing of the Recovery, Transformation and Resilience Plan, which aims to regulate aid programs in the areas of residential rehabilitation and construction of social housing, within the general framework of the Recovery, Transformation and Resilience Plan and, specifically, in relation to investments C02.I01 "Rehabilitation program for economic and social recovery in residential environments" and C02.I02 "Program for the construction of housing for social rental in energy efficient buildings." This Royal Decree, in accordance with the provisions of articles 22.2.c) and 28, sections 2 and 3, of Law 38/2003, of November 17, General of Subsidies, and in article 67 of its Regulations, approved by Royal Decree 887/2006, of July 21, aims to establish the special rules that can be considered as regulatory bases for the subsidy. Thus, the promotion of this program corresponds to a public administration and therefore requires a bilateral monitoring commission agreement (hereinafter ACB) signed by the Ministry of Transport, Mobility and Urban Agenda (hereinafter MITMA), the Autonomous Community of the Region of Murcia and the City Council in whose municipal area the ERRP is located. The aid contemplated by this program may be granted directly in accordance with the provisions of article 22.2 of Law 38/2003, of November 17, General Subsidies, provided that it is included and justified in the corresponding ACB. Given that in this context, on December 29, 2023, the corresponding CBA relating to the ERRP "Jumilla. Phase I" is signed between the Ministry of Transport, Mobility and Urban Agenda, the Autonomous Community of the Region of Murcia and the City Council of Jumilla, which includes the direct granting of aid to the City Council of Jumilla. Considering that in accordance with article 23.2 of Law 7/2005, of November 18, on Subsidies of the Autonomous Community of the Region of Murcia, by Decree of the Government Council no. under Program 1 “Aid for rehabilitation actions at the neighborhood level” of Royal Decree 853/2021, of October 5.
