By agreement of the Plenary Session of the Corporation adopted in its ordinary session on November 27, 2025, the following bases and call for the granting of aid within the emergency program are approved. Municipal social emergency of the Oroso Council for the economic year 2026, no framework established in the Municipal Ordinance regulating the granting of subsidies of the Oroso Council published in BOP number 246 dated December 29, 2022 collected in area number 2 line a) of the Strategic Subsidy Plan of the Oroso Council for the period 2026-2028 approved Plenary Session of the Council in its ordinary session dated November 27, 2025 and published BOP number 232 dated December 3, 2025, included in the execution bases of the 2026 ordinance, which are the subject of publication: BASES FOR THE GRANTING OF AXUDAS WITHIN THE MUNICIPAL SOCIAL EMERXENCE PROGRAM 2026. 1.–OBXECT AND MODALITIES. In accordance with the provisions of Law 38/2003 General of Subsidies, these bases are intended to regulate municipal taxes to alleviate social emergency situations of individuals or families residing in the municipality of Oroso. Social emergency aid is understood as a set of aid and economic benefits intended to alleviate or resolve, by themselves or in addition to other resources and benefits, situations of social emergency and prevent situations of social exclusion. The purpose of these aids is to respond to specific situations of need caused by an individual and/or family emergency. There is always a lack of economic means to satisfy needs and social risk factors. Two types of social emergency aid are distinguished: a) Temporary emergency aid, with a periodic nature and a fixed duration. b) Single payment emergency aid, on a punctual basis. Both must be motivated by exceptional, urgent and foreseeably unrepeatable causes. 1.2 The following situations are considered social emergency situations: Lack of minimum coverage of basic personal needs: food, clothing, hygiene products, basic personal care and debts caused by these same concepts. Lack of financial solvency for the conservation of the habitual use of the home as well as to settle debts for this concept: alugueiro, deposit and those that by technical assessment are deemed necessary not referring to the maintenance and conservation of the home. Lack of financial solvency for the payment of the usual housing supplies: water, electricity and gas, including initial registration or produced after two supplies have been cut. Lack of financial coverage for the acquisition of basic equipment for the home such as furniture, appliances and first-need household goods, as well as poor habitability conditions of the usual home. Lack of financial solvency for urgent medical-health and pharmaceutical expenses and debts caused by this same concept. Lack of financial coverage for the payment of an alternative place of accommodation, when it is not feasible for the person to remain outside their habitual residence due to a catastrophe situation, or due to a personal, family, health and/or social situation. Also due to the lack of availability of centers to cover the need for accommodation such as: residences, centers for people with functional diversity, centers for men and women. This aid will be of a temporary nature linked to the granting of a permanent public or private accommodation resource. Lack of financial coverage to cover expenses for textbooks and school supplies for non-university education. Lack of financial solvency to face other exceptional expenses derived from covering needs not included in the previous sections. 1.3 Types of aid A.1) Aid for basic needs: food, clothing, hygiene products and basic personal care A.2) Aid for payments of alugueiro, deposit, challenge and those that by technical assessment are deemed necessary not referring to the maintenance and conservation of housing.
