First. Beneficiaries: Natural or legal persons, public or private, may be promoters of the actions provided for in the previous article, and beneficiaries of the financial aid contemplated in this program. Both their owners and the tenants and usufructuaries of the homes may be promoters of all the actions when, in accordance with the applicable legislation, the latter can carry out the works. Second. Object and Scope of application The object of this Program is the regulation of the financial aid that the Hon. Badajoz City Council grants for the actions provided for in article 3, and is formulated as a complement to other aid in the same matter that may be regulated in current or future state and regional legislation. The scope of application of the Program is limited to that of the Special Plan for the Planning, Protection and Action of the Historic Center although, for reasons of rationality and profitability of the investment, two areas are defined. In the first of them, with the most necessary intervention and called BLUE ZONE in the attached planimetry, all the properties included in its scope will be susceptible to receiving aid. In the second, which is called YELLOW ZONE, properties included in the PEPCH catalog and commercial premises located on streets with a commercial tradition will be eligible for aid. Third. Regulatory bases.
