Official description of the call

1.- Indication of the approval of the Regulatory Bases and Official Gazette where they have been published. By plenary agreement dated November 24, 2022, the modification of the Regulatory Bases for subsidies intended for the payment of basic household expenses aimed at people with low income levels was approved. This modification of the Regulatory Bases was published in the Official Gazette of the Province of Barcelona on December 23, 2022 and in the DOGC on December 27, 2022. 2.- Maximum total amount of subsidies to be awarded and budget allocation. The maximum budget that will be allocated this year 2026 for the granting of the subsidies regulated in the Regulatory Bases will be €23,000.00 and will be the responsibility of budget application 1/2310/48000. The maximum amount of aid will be 350 euros per applicant and address. This limit may be reduced in the event that, due to the number of applications submitted, the amount provided for in the budget item approved for this subsidy is exceeded. If necessary, a proration of the aid must be established among all the beneficiaries of the corresponding call for this subsidy, except in the case of an increase in the budget item. 3.- Object, conditions and purpose of the subsidies. The objective of this subsidy is to regulate and establish the criteria and procedure for the application, processing, granting, collection and justification of the subsidies granted by the City Council intended to partially finance the basic expenses for the habitual residence of families with low income levels. Its purpose is to establish a line of financial aid for the aforementioned groups that have little economic capacity. 4.- Concession procedure. The procedure for granting the subsidies regulated in the Regulatory Bases will be competitive competition. The extract of the call that will govern this procedure will be published through the National Subsidies Database and in the BOPB. 5.- Application requirements and how to accredit them. The beneficiaries of these subsidies will be natural persons who meet the personal and economic requirements established in these bases, and provided that they are not affected by any of the prohibitions contained in art. 13 of Law 38/2003, of November 17, General Subsidies (hereinafter LGS). 1.- Natural persons registered in the municipality and who meet the following conditions may be beneficiaries of these subsidies, always in reference to January 1 of the year in which the call is made: a) Be the holder of any of the following rights over housing: - Real right of usufruct or habitation. - Property right - Lease right, provided that a partial sublease has not occurred. The home must constitute the habitual residence and must be recorded, as a place of registration, in the municipal registry of inhabitants. The home must have been registered for the purposes of real estate tax and the household garbage collection rate. b) The applicant and the people who live with him must not be the cadastral owner of any other real estate of an urban nature.
