Official description of the call
1.- PURPOSE AND SUBSIDIABLE ACTIONS. The purpose of these Bases is to establish the specific rules within the framework of the General Subsidies Ordinance of this Provincial Council, to regulate access to public subsidies, under a regime of ordinary competitive competition, of private non-profit entities that have headquarters or permanent delegation in the province of Cáceres, that serve municipalities of less than 20,000 inhabitants and develop projects that promote Social Action. Projects that aim to achieve one or more of the following specific objectives may be eligible for subsidies: • Prevention and detection of situations of social risk or exclusion. • Socio-educational activities for people or groups at social risk. • Promotion and encouragement of personal autonomy. • Support for caring families in a situation of dependency. • Actions to promote coexistence, respect for diversity and links and relationships between citizens. • Support for reception and accompaniment processes with groups in situations of social risk or exclusion. • Promotion of comprehensive health, in its double aspect of physical and mental well-being. • Promotion of necessary treatment for health problems. • Promote the improvement of the quality of life of people with modified capacity to act. • Attention to basic needs of people in situations of poverty and/or vulnerability. • Others that respond to the objectives set out in these bases within the strategies of attention to Diversity, promotion of Equity, Inclusion and/or Community Health. Projects that fall under any of the following circumstances are EXCLUDED from the call: ◦ Whose activities and actions are not going to be carried out entirely in the province of Cáceres and in municipalities with less than 20,000 inhabitants. ◦ Actions aimed at training for employment and job promotion. ◦ Whose actions do not comply with the objectives of this call. The projects subject to subsidy must incorporate the gender perspective and make non-sexist and inclusive use of language and image, aimed at the entire population of the territory, without discrimination based on sex. 2.- BUDGET ALLOCATION These subsidies will be carried out under a competitive competition regime in accordance with Law 38/2003, of November 17, General Subsidies, within the framework of the execution bases of the 2026 budget and the General Subsidies Ordinance, published in the Official Gazette of the Province number 0184, of September 26, 2022. They are recorded in the General Budget of the Provincial Council for the year 2026, in budget application 2026.04.2314.48403 "Call for Social Aid. Primary Social Program", endowed with an amount of FIVE HUNDRED AND FIFTY THOUSAND EUROS (€550,000.00). The maximum amount to be granted to each beneficiary entity will be €7,000.00, which will be the maximum budget of the project. 100% of the project presented will be awarded based on the score obtained by the entities selected to subsidize. The subsidies granted will never exceed the amount of the budget allocation and the competent body reserves the right not to allocate the total amount of the application if circumstances so advise, giving reasons for the resolution. Likewise, the amount of the subsidies regulated in these Call Rules may in no case be of such an amount that, alone or in conjunction with other subsidies granted by other Public Administrations, or other public or private entities, or other income or resources that finance the activity/project, exceeds the expenses planned for carrying out the eligible project/activity. 3.- BENEFICIARY ENTITIES: REQUIREMENTS AND OBLIGATIONS. REQUIREMENTS Private non-profit entities that meet the following requirements may apply for aid: a) Have legal personality, capacity to act and are non-profit. b) Be duly constituted and registered in the Unified Registry of Entities and Social Services Centers of the Government of Extremadura, prior to the publication of this call. c) Have a permanent headquarters or delegation in a municipality in the province of Cáceres and that is reliably accredited. d) Not have economic or institutional dependence on any profitable entity.
