Official description of the call
Budget credit: €328,060.00 charged to budget application 2310.48909 "Social Assistance Fund" and €60,000.00 charged to budget application 2310.78900 "Subv. Social Emergency Technical Aid". Object and purpose: article 2 of the Bases. Regulate the procedure for the assessment and granting of social emergency economic benefits aimed at guaranteeing the right to social protection of all residents and passersby of the island of Lanzarote, who are in a situation of socioeconomic vulnerability. Concession procedure: articles 5 and 7 of the Bases. Free non-competitive competition. Requirements and way of accrediting them: included in article 3 of the Bases. Type of aid: article 4 of the Bases. Deadline, form and place of submission: The deadline for submitting the application will coincide with the calendar year and will remain open permanently until November 15 of the current year or the next business day, subject in all cases to the existence of a budgetary allocation to cover the cost of the aid in each of the budget years, as well as to the fact that the required documentation has been submitted by November 15. The application period will begin the day after its publication in the Official Gazette of the Province of Las Palmas. The submission of applications after the established deadline will not produce any effect or will be considered not carried out. Applications will be addressed to the Presidency of the Lanzarote Cabildo and will preferably be presented through the Social Benefits and/or Welfare registry or in the Central registry, or through the electronic headquarters. Competent bodies for investigation and resolution: the investigation of the procedure corresponds to the Social Workers of the Benefits Service. The competent body for the investigation must carry out ex officio any actions it deems necessary for the determination, knowledge and verification of the data by virtue of which the proposed resolution must be formulated, sending the file to the Commission with a report that sets out the assessment of the case in which the applicant is located and that certifies compliance with the requirements to obtain the status of beneficiary and the proposal of the benefit for approval, which will necessarily state the social diagnosis and the total amount of the aid, in accordance with the provisions of article 4 of these bases regarding the general criteria for granting aid. The proposals will be submitted to the Assessment Commission, which will be made up of the Counselor of the Social Welfare and Inclusion Area, the person responsible for the service or to whom he delegates, a secretary and a technician, social worker. Its main function will be the evaluation and issuance of an opinion on those requests proposed by the Social Worker. In addition, it will have the power to issue an opinion on an exceptional situation regarding compliance with the general and specific requirements and the assessment of the temporality of the aid with respect to its increase. The Valuation Commission will be governed by the provisions of Chapter II, Section 3 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector. The file will begin on the date on which the duly completed application is submitted and accompanied by the documentation necessary for its resolution. In view of the criteria established in article 4 of these Rules, the Assessment Commission, after examining and considering the application reports, will prepare minutes, specifying the result of the evaluation carried out, which will be sent to the examining body. The investigating body, upon receipt of the evaluation report, will submit a proposed resolution to the body competent to resolve. The subsidy procedure will be resolved by the Presidency of the Lanzarote Council.
