AnnouncementThe City Council of Oñati, meeting in plenary session on February 26, 2026, adopts, among others, the following AGREEMENTFirst. Approve the regulatory bases of the subsidies for the hiring of people from socio-labor insertion processes. Second. Approval of the call. Approve the 2026 call corresponding to the subsidies for the hiring of people from socio-labor insertion processes. Financing. Approve an expense for the 2026 call for a total amount of nine thousand euros (€9,000). These subsidies will be paid from item 1000.471.241.01.01 2026 and depending on their level of connection Deadlines. Approve the deadlines corresponding to the 2026 call:• Deadline for submitting applications: It will begin the day following the publication of this call in the Official Gazette of Gipuzkoa and will end on November 30, 2026.• Start date of the contracts: The contracts that are the subject of a subsidy under this call must have started between July 1, 2025 and June 30, 2026. Third. Presentation of documentation. Both the bases and the forms to make the application can be consulted and obtained on the Oñati City Council website, in the section corresponding to “Subsidies managed by the Department of Socioeconomics”. In accordance with the provisions of article 28 of Law 39/2015 and article 6.1 of Regulation (EU) 2016/679, the Oñati City Council, through the Nisae interoperability node, will directly consult the information necessary to verify the requirements established for these aids. The call approved by this agreement will take effect from the day of its publication in the Official Gazette of Gipuzkoa. This agreement is definitive and puts an end to the administrative route. Interested persons may directly file a Contentious-Administrative Appeal against it before the Contentious-Administrative Courts of San Sebastián, within a period of two months from the day following its publication. However, private persons, in advance, may file an Optional Appeal for Reinstatement before the Governing Board, within a period of one month from the day following its publication. In this case, a contentious-administrative appeal cannot be filed until the reconsideration appeal is expressly resolved or its presumed dismissal has occurred. The purpose of these rules is to regulate subsidies for the hiring of people from socio-labor insertion processes. The objective of this program is to promote in Oñati the socio-labor insertion of people in a situation or risk of social exclusion, with special difficulties in accessing the ordinary labor market. To achieve this objective, subsidization will be granted to companies of Oñati to hire people from socio-labor insertion processes. The following articles set out the criteria and procedures that will govern the granting of aid. Article 2. Legal RegimeIn relation to this aid, this regulation and the others in force are those that will regulate the legal relationship between the beneficiary persons or entities and the Oñati City Council. The regulations in force are detailed below: - Law 39/2015 on the Common Administrative Procedure of Public Administrations. - General Subsidies Law 38/2003 of November 17 (BOE 18-11-2003) and the General Regulation of Subsidies approved by Royal Decree 887/2006 of July 21. - General ordinance for the management of subsidies granted by the city council of Oñati (BOG of March 23, 2009).- Strategic Subsidies Plan 2023-2026, approved by Mayor's Decree No. 1104, of October 13, 2022.
