1. Purpose of the subsidy. The object of these Rules is the regulation of the subsidies that the Beasain City Council grants through public and non-competitive competition to communities of property owners for actions to improve energy efficiency in residential buildings. 2. Requirements to apply for the subsidy Those actions covered by a municipal license granted after 01-01-2024 and completed before 11-30-2026 and that, meeting the requirements set forth in these Regulatory Bases, request the corresponding aid within the deadline set for this, will be eligible for subsidies. The following may apply for a subsidy: 1. The Communities of Owners of collective residential buildings under the horizontal ownership regime of the property on which the action is proposed. 2. The users of the housing on which the action has been carried out. In the case of housing users, it must be their habitual residence, and they must prove that they have been registered there for a minimum of one year prior to the date of the subsidy application. To be a beneficiary of the subsidies regulated in these bases, applicants must meet the conditions indicated in the Municipal Ordinance regulating Subsidies approved by the Plenary Session of the Corporation (Official Gazette of Gipuzkoa No. 114, of June 14, 2018). 3. The total amount of aid for the renewal of glass enclosures will be 30% of the eligible cost of the investment made for this concept, this maximum eligible cost for each m² of window being 400 euros and, in any case, 1,200 euros as the maximum subsidy per home. In the calculation of the protectable budget, both the costs of the windows as a whole (frame, glazing and blind box) and their installation may be included. However, the following will not be considered an eligible cost: - Actions considered as mere repair or replacement of any component of the glazed exterior carpentry. - The masonry and/or painting costs derived from the installation of the carpentry. - Components such as shutters or similar, blind motors, mosquito nets, clotheslines, railings, etc. - And in general, all those expenses that are not clearly defined or that do not have the direct purpose of achieving energy improvement of the home. 4. Deadline and place for submitting applications The bases will be sent to the BDNS. The deadline for submitting applications will begin to run from the day following its publication in the BOG and will be until November 30, 2026.
