Call 2026 for the granting of subsidies to local entities, public entities, Universities and non-profit entities, to promote the hiring of unemployed people with difficulties in accessing the labor market

Official description of the call

First. – Beneficiary entities The following entities may be beneficiaries of the subsidies provided for in this Order: a) Aragonese local entities and their linked and dependent public bodies, as well as the other entities that make up their institutional public sector. b) Public law entities, companies and public companies dependent on or linked to the Administration of the Autonomous Community of Aragon. c) The Aragonese Universities. d) Associations, foundations and other non-profit entities and institutions with scope of action in the Autonomous Community of Aragon, provided that they are legally constituted in accordance with their specific regulatory regulations, have legal personality and full capacity to act and are registered in the corresponding public registry for at least one year immediately prior to the date of publication of the corresponding call. Special employment centers and insertion companies that are classified as such in the corresponding administrative records are expressly excluded from the aid established in this Order, regardless of whether said classification includes their status as a non-profit entity. Second. - Purpose The purpose of these subsidies is to promote the employment of unemployed people with difficulties in inserting themselves into the labor market in order to improve their work experience and the acquisition of professional skills and, therefore, their employability, while participating in projects of general and social interest, provided that the formalized contracts have a minimum duration of six months and contemplate a working day of at least 50% of a full-time day according to the reference collective agreement. Third. – Regulatory bases The bases of this call are set out in Order EPE/261/2023, of March 3, which approves the “Emple-AR Program” and establishes its regulatory bases for the granting of subsidies to be granted by the Aragonese Institute of Employment in the field of collaboration with local entities, public entities, Universities and non-profit entities, to promote the hiring of unemployed people with difficulties in accessing the labor market, (“Official Gazette of Aragon, number 55, of March 21”), modified by Order EEI/146/2024, of February 6, (“Official Gazette of Aragon”, number 35, of February 19). https://www.boa.aragon.es/cgi-bin/EBOA/BRSCGI?CMD=VEROBJ&MLKOB=1267312400303 Fourth. - Amount 1.- The financing of these subsidies will be constituted by state-level employment funds transferred by the General Administration of the State to the Autonomous Community of Aragon within the framework of the territorial distribution of funds to the Autonomous Communities through the Sectoral Conference on Employment and Labor Affairs, as well as, where appropriate, with regional employment funds of the Autonomous Community of Aragon. 2. The 2024 budget of the Autonomous Community of Aragon extended for the year 2026, pursuant to the provisions of Order HAP/1848/2025, of December 30, which determines the conditions to which the extension of the Budget of the Autonomous Community of Aragon for 2024 must comply, until the approval of the Budget Law for 2026, includes in the expenditure budget of the Aragonese Employment Institute for said year sufficient and appropriate financial allocation to finance the Emple-AR Program to promote the hiring of unemployed people with difficulties in accessing the labor market. 3.
