Official description of the call
On March 17, 2026, the extract of the Resolution of March 9, 2026 of the Secretary of State for Culture was published in the Official State Gazette number 67, which calls for subsidies, on a competitive basis, for literary creation, corresponding to the year 2026. In accordance with the provisions of section 4 of the call resolution, “The amount of the subsidies called will be, at most, 500,000 euros, charged to budget application 24.03.481.20 of program 334B of the Expenditure Budget of the Ministry of Culture for the year 2026.” However, article 58.2 of Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of November 17, General of Subsidies, provides that, "exceptionally, the call may set, in addition to the maximum total amount within the available credits, an additional amount whose application to the granting of subsidies will not require a new call." Section 4 of the draft call resolution also refers to this same point, contemplating that the managing body may increase the initially estimated amount with an additional amount of up to 500,000 euros. Based on this forecast, a budget modification was approved on March 3, 2026 to increase the aid provision by that amount. For all these reasons, through this resolution, it is agreed to proceed with the expansion of the allocation of subsidies for Literary Creation, corresponding to the year 2026, with an additional amount of 500,000 euros, charged to budget application 24.03.481.20 of program 334B, thus reaching a maximum total amount of 1,000,000 euros. The rest of the conditions provided for in the call remain unchanged. Against this Resolution, which puts an end to the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the National Court, within a period of two months from the day following its publication, in accordance with the provisions of articles 11.1.a) and 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction; or, optionally and in advance, an appeal for reconsideration, within a period of one month, before the same body that issued it, in accordance with the provisions of articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
