Official description of the call
1.- OBJECT AND PURPOSE. The purpose of this Call is to regulate the granting of aid for the provision of bibliographic funds, destined for the municipal public libraries of the province of Teruel. The subsidy may only be used for the acquisition of all types of documents, in any type of support (paper, CD, DVD, etc.), except for periodical publications (newspapers and magazines). In order for the municipal library to provide the service assigned to it, its funds must be adequate to the needs of its users. Therefore, it is necessary that, on a regular basis, there be a renewal of the books offered, taking into account their relevance and suitability. All supporting documents presented must correspond to purchases made from November 1, 2025 to October 31, 2026. 2.- REQUIREMENTS OF THE BENEFICIARIES. All City Councils in the province of Teruel that have a municipal public library, included in the Network of Municipal Libraries of Teruel, will be eligible for this call, according to the last census approved by the Provincial Council of Teruel. The library must have Personnel hired specifically to provide the service or Personnel from the City Council itself. These libraries must also meet the following conditions: have a minimum opening hours to the public (6 hours a week, in the afternoon, starting at 4 p.m.), have provided service during the year 2025 and have appropriate and independent facilities to provide the service. 3.- REGULATORY BASES. The regulatory bases that govern this call are in accordance with the General Subsidy Ordinance by which the regulatory bases for the granting of subsidies are approved by the Provincial Council of Teruel-Bopt No. 102, of May 29, 2024. 4.- AWARDING AMOUNTS AND CRITERIA. The amount planned for this program may rise to a maximum of: €117,000, which will be allocated to budget application 3321-76200 of the corporation's budget for 2026, called “Book Acquisition Program (Libraries)”, the allocation of the corresponding amounts being conditional on the existence of sufficient credit in it. The documentation presented by the municipalities that accept this call will be evaluated in order to assign subsidies, in accordance with the scale established in the call. The minimum amounts that each City Council will receive are set, according to the following population sections: \- up to 350 inhabitants: €450 \- between 351 and 550 inhabitants: €900 \- between 551 and 1000 inhabitants: €1,500 \- between 1,001 and 3,000 inhabitants: €2,200 \- between 3,001 and 10,000 inhabitants: €3,600 \- more than 10,001 inhabitants: €4,500 The maximum amount that a library can receive is €9,000. Once the established minimum has been assigned to each library, the economic value of the point will be obtained by dividing the total of the item by the sum of all the points obtained by all the requesting libraries. Multiplying this value by the score obtained, plus the initial amount assigned, will give the amount of the subsidy that will correspond to each City Council. However, once the distribution has been made, any remaining amounts of the item will be distributed again according to the previous criteria. An amount equal to or less than €500 may remain undistributed. The subsidy assigned to each City Council will always be a whole number. 5.- COMPATIBILITY. This program is compatible with other subsidies or aid awarded for similar purposes by any public or private Administration or Entity. Their sum may reach 100% but, in no case, may this sum exceed the cost of the activity to be carried out. The subsidy to be granted by the Teruel Provincial Council may reach up to 100% of the budget justified by the City Council. The beneficiary will have the obligation to notify the granting body of obtaining other subsidies or aid and a list of all expenses and income corresponding to the subsidized activity, coming from any Administration or other public or private entities, must be included in the supporting documentation. 6.- DEADLINE FOR SUBMISSION OF APPLICATIONS The deadline for submitting applications will be 20 business days, counting from the day following the publication of the
