Official description of the call
1.- OBJECT AND PURPOSE. The purpose of this Call is to regulate the granting of aid for the provision of bibliographic funds, destined for localities in the province of Teruel, which have Reading Rooms. The subsidy may only be used for the acquisition of all types of documents, in any type of support (paper, CD, DVD, etc.), except for periodical publications (newspapers and magazines). The purpose is to provide these small municipalities with current reading materials adapted to the needs of the population. All supporting documents presented must correspond to purchases made from November 1, 2025 to October 31, 2026. 2.- REQUIREMENTS OF THE BENEFICIARIES All City Councils in the province of Teruel, with less than 1,000 inhabitants, that have Reading Rooms may benefit from this call. Reading, attended by Personnel hired specifically for this service or Personnel from the City Council itself. These Reading Rooms must also meet the following conditions: have provided service throughout the year 2025 and have appropriate space. 3.- REGULATORY BASES The regulatory bases that govern this call are in accordance with the General Subsidy Ordinance by which the regulatory bases for the granting of subsidies are approved by the Provincial Council of Teruel-Bopt No. 102, of May 29, 2024- 4.- AWARDING AMOUNTS AND CRITERIA The amount planned for this program may amount to a maximum of: €3,000, which will be allocated to budget application 3321-76200 of the corporation's budget for 2026, called "Book Acquisition Program (Reading Rooms)", the allocation of the corresponding amounts being conditional on the existence of sufficient credit in it. The documentation presented by the municipalities that accept this call will be assessed, in order to assign subsidies, according to the scale established in the call: 1.- Number of inhabitants: up to 5 points. 2.- Staff: up to 2 points 3.- Weekly opening hours to the public: up to 4 points. 4.- Wifi Network: 1 point The maximum amount that a town council can receive is €300. For the allocation of the subsidy, the economic value of the point will be obtained by dividing the total of the item by the sum of all the points obtained by all the Town Councils that meet the required conditions. Multiplying this value by the score obtained will give the amount of the subsidy that will correspond to each City Council. The subsidy assigned to each City Council will always be a whole number. 5.- COMPATIBILITY. This program is compatible with other subsidies or aid awarded for similar purposes by any public or private Administration or Entity. Their sum may reach 100% but, in no case, may this sum exceed the cost of the activity to be carried out. The subsidy to be granted by the Teruel Provincial Council may reach up to 100% of the budget justified by the City Council. The beneficiary will have the obligation to notify the granting body of obtaining other subsidies or aid and a list of all expenses and income corresponding to the subsidized activity, coming from any Administration or other public or private entities, must be included in the supporting documentation. 6.- DEADLINE FOR SUBMISSION OF APPLICATIONS The deadline for submitting applications will be 20 business days, starting from the day following the publication of the call in the Official Gazette of the Province of Teruel. If the application does not meet all the requirements indicated above, the Management Service may require, in writing, the applicant to correct the observed defects (only material or formal deficiencies, not to incorporate new incomplete documentation) within the maximum and non-extendable period of 10 days, being warned that, if not done so, the request will be considered withdrawn and the proceedings will be archived without further processing, in accordance with the provisions of article 68 of the Law. 39/2015, of October 1, Administrative Procedure of Public Administrations.
