Official description of the call

First. Object, conditions and purpose. The Torrent City Council, through the Citizen Participation Delegation and within the promotion of citizen participation, calls for a procedure for granting subsidies through competitive competition, with the following objectives: ? Promote and stimulate new initiatives and activities of the associative movement in Torrent, considering that associations contribute to the articulation of social participation through the implementation of numerous projects aimed at the benefit of citizens. ? On the other hand, we want to recover the associative social fabric, including activities aimed at highlighting social, charitable, training projects or those they deem appropriate, even to be part of the engine of the reactivation of the local economy, through the companies and businesses of our city. ? Encourage social revitalization with the exercise of civic or social activities aimed at improving the quality of life of citizens. ? Promote participation at the municipal institutional level and foster civic awareness of citizen participation. ? Articulate collaboration between the administration and individuals for the co-management of activities that benefit the citizens of the municipality. ? The principle of equality between men and women. ? Promote participation and collaboration activities of the associative world with groups of people with disabilities to carry out various common projects. ? Promote inter-associative cooperation and enhance networking and collaboration between associative entities for the success of common interests and optimization of resources, media and information. The following activities are excluded from the scope of application of this call: 1.- Those that obtain a subsidy from another department and those that, due to their nature or objective, can benefit from other subsidy calls made by the Torrente City Council, except those whose project is directly related or fall within the scope of Citizen Participation. 2.- Those that, in the opinion of the collegiate assessment body, have little relevance and/or have no general interest. These bases are developed within the framework of the current City Council Strategic Subsidies Plan 2024-2026, approved by agreement of the Local Government Board dated February 5, 2024, within the strategic line of promoting unity in the associative fabric (4.11.- Promote and stimulate new initiatives and activities of the associative movement). Second. Requirements to be a beneficiary and obligations. All legally constituted associations in the municipality of Torrent that meet the following requirements may benefit from this call: 1. Be registered in the Municipal Registry of Associations of the Torrent City Council, prior to the publication of this call and have their data updated in the aforementioned registry, in accordance with the provisions of article 18 of the Citizen Participation Regulation of the Torrent City Council. 2. Be up to date with your tax obligations with the State Tax Administration Agency, the General Treasury of Social Security and with the Torrent City Council. 3. Have correctly justified the subsidies granted in previous years by the Torrent City Council. 4. Not be subject to any of the prohibitions to obtain the status of beneficiary of the subsidies provided for in article 13 of Law 38/2003 of November 17, General of Subsidies. The beneficiaries of the subsidies will be obliged to comply with the provisions set out in article 14 of Law 38/2003 of November 17, General Subsidies and those specifically listed below: a) Meet the objective, execute the project, carry out the activity or adopt the behavior that grounds the granting of the subsidy. b) Justify compliance with the requirements and conditions, as well as the performance of the activity and compliance with the purpose that determines the granting or enjoyment of the subsidy. c) Notify the City Council of obtaining other subsidies, aid, income or resources that finance the subsidized activities. This communication will have to be made when it is made, and in any case, prior to the justification.
