Law 10/1982, of November 24, Basic Standardization of the Use of Basque, establishes in its article 5 the fundamental rights enjoyed by all citizens of the Autonomous Community of the Basque Country in linguistic matters, and then, in the second, third, fourth and fifth chapters, it extends these rights to all areas of social life. The law, likewise, establishes the obligation of all public administrations to respect, within the powers of each institution, the linguistic policy towards citizens and promote the use of Basque in all areas of social life, among other things. Law 2/2016, of April 7, on Local Institutions of the Basque Country, establishes in its article 7.2 that the municipalities have the power to promote knowledge and boost the use of Basque in their territorial area, directly organizing the services and activities for this purpose and collaborating in the financing of the activities that other people or entities carry out for the promotion and revitalization of the Basque language. The purpose of these bases is to regulate the subsidy conditions to cover the costs of learning Basque for Eskoriatzarras who have studied Basque. These aids will be granted, provided that the required requirements are met, to finance courses taken both in Leintz Udal Euskaltegia and in euskaltegis or barnetegis outside the municipal euskaltegi. 2.- Competent body. The competent body for the approval of these bases is the mayor (in accordance with the provisions of article 22.2 e) of Law 7/1985, of April 2, regulating the Bases of Local Regime). 3. - Applicable regulations. The granting of this aid and the legal relationship between the beneficiary and the granting entity will be governed by these bases and other regulations in force at the time of its granting. In everything not provided for in these rules, the following will apply: General Ordinance regulating the subsidy regime of the Eskoriatza City Council (BOG nº85, of May 10, 2021) Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. Law 38/2003, of November 17, General Subsidies (Official State Gazette 18-11/2003) and the General Regulation of subsidies approved by Royal Decree 887/2006 of July 21. 4.- Regime In accordance with the provisions of article 22.2 of Law 38/2003, of November 17, General Subsidies, the aid referred to in this call will be resolved through the granting procedure under an individualized evaluation regime, given the exceptional nature of this aid that aims to promote the knowledge and use of Basque among the residents of Eskoriatza. There is no possibility of carrying out a comparative assessment between the applications that are presented within the framework of a competitive competition procedure, and no other element of relationship between them than that of the budget allocation can be established. 5.- Economic allocation.
