CALL FOR THE GRANTING OF GRANTS FOR THE PROMOTION OF ASSOCIATION AND CITIZEN PARTICIPATION, YEAR 2026

Official description of the call
First. Beneficiaries: The subsidies will be granted to associations registered in the Municipal Registry of Associations, whatever their classification group, prior to the date of publication of the extract of this call in the Official Gazette of the Province of Teruel (official section of the Official Gazette of Aragon) and that remain registered, at least from the beginning of the project until the presentation of the justification for the same (this requirement will be accredited ex officio), that also meet the following requirements: That they are up to date in compliance with their tax obligations (State Tax Administration Agency) and with Social Security (General Social Security Treasury), as well as the absence of any debt pending payment with the Treasury of the Autonomous Community (organs of the Tax Administration of the Autonomous Community of Aragon), and also not having any debt pending payment with the Teruel City Council. The Teruel City Council will automatically collect the documents that prove the above electronically by consulting the Data Intermediation Platforms or other electronic systems enabled for this purpose, in accordance with the applicable regulations on data protection. If the representative of the interested association objects to said consultation, he must expressly indicate this in the same application, providing the corresponding certificates himself. That none of the circumstances referred to in article 13 of Law 38/2003, of November 17, General of Subsidies, exist in the association, which prevent obtaining the status of beneficiary of the subsidy. For this purpose, a responsible declaration will be presented according to the model shown in Annex 2. Associations that are in any of the following cases will be excluded from the corresponding calls: That request a subsidy in the call for subsidies published by the Teruel City Council in the corresponding year for the matters of social action and development cooperation. That they receive a subsidy from the Teruel City Council through an agreement or a nominative subsidy contemplated in the municipal budget or through any other instrument that involves the contribution of municipal funds for the same purpose or object contemplated in these Bases. These extremes will be verified ex officio by the Teruel City Council. Second. Purpose: Support the maintenance and operation of neighborhood associations for the representation and defense of general or sectoral interests, considering the important role they play as a channel for citizen participation. Strengthen the associative movement in its different areas of culture, sports, youth, education, or any other form of sectoral activity, as a form of citizen participation. Facilitate the development of projects promoted by neighborhood associations that involve participation and that have a complementary nature with respect to municipal powers and objectives. Regarding the object and modalities of the subsidy: The bases that govern the call, which will be developed under a competitive competition regime, refer to the following subsidy modalities a) or b), which will have an exclusive nature (that is, applicants will only be able to request a subsidy for a) or b): a) Projects that refer to activities carried out by the entities during the year 2026, that involve participation and that have a complementary nature with respect to municipal powers and objectives. b) Expenses of the entities related to the maintenance of the headquarters and ordinary operation of the associations, such as rent, services and supplies (electricity, water, gas, telephone, internet connection), acquisition of furniture and equipment necessary for the development of activities at the headquarters, office supplies and any other materials directly related to the activities carried out at the headquarters, as well as the expenses of personnel hired to carry out administrative, management and other tasks that are necessary for the correct functioning of the entity.
