BASQUE LANGUAGE AND EDUCATION SUBSIDIES 2026: SPECIAL RULES In accordance with the Strategic Subsidy Plan 2026-2028 approved by the Plenary Session of the Zumarraga City Council on November 27, 2026 (BOG no. 236 of 10/12/2025), in 2026 the specific bases of the subsidies intended to “promote and normalize the learning and use of Basque.” These Specific Rules are complemented by the General Municipal Rules (BOG no. 28 of 02/10/2023) and are as follows: 1- Specific rules for granting subsidies for expenses of learning Basque at a boarding school or in Euskaltegis outside the municipality, for proving a free-time educator qualification, and participation in UEU courses or summer courses related to the normalization of Basque. 2- Specific bases for granting subsidies to promote the use of Basque in exterior and interior signage, corporate image and website. 3- Specific bases for granting subsidies to regulated schools to develop extracurricular activities that promote the use of Basque. 4. Granting of subsidies for training expenses in Basque for coaches/instructors. Following the usual procedure, the bases will be approved by decree of the delegated councilor and published in the Official Gazette of Gipuzkoa. 1.- SPECIFIC RULES FOR GRANTING SUBSIDIES FOR EXPENSES OF LEARNING BASQUE LANGUAGE IN BOARDING SCHOOL OR IN EUSKALTEGIS OUTSIDE THE MUNICIPALITY, FOR ACCREDITING THE TITLE OF LEISURE-TIME EDUCATOR AND PARTICIPATION IN UEU COURSES OR SUMMER COURSES RELATED TO THE STANDARDIZATION OF BASQUE 1. OBJECT The object of this call is the regulation of access and granting of scholarships or aid for the population immersed in learning Basque in boarding schools or in euskaltegis outside the municipality, in courses of more than 100 teaching hours, for accrediting the title of free-time educator in Basque, and participation in UEU courses or other intensive summer courses related to the normalization of Basque. 2. BENEFICIARIES The subsidies that are regulated through these bases may be requested by those individuals who are registered in the municipality of Zumarraga. Both legal entities and individuals who belong to learning groups created specifically to meet the needs of companies are excluded from the scope of application of this program. 3. APPLICATIONS AND SUBMISSION DEADLINE Applications may be submitted at any time, once the purpose of the aid has been fulfilled. In any case, in order to distribute the annual aid, the deadline to submit the grant application will be October 31. The application and complementary documentation must be submitted via the Internet, through the subsidy portal located in the electronic headquarters of the Zumarraga City Council (https://uzt.gipuzkoa.eus/PortalV/7.00/Default.aspx?idayto=80&=&idioma=es-ES), and exceptionally on paper by delivering it to the General Registry of the City Council, within public service hours, or by certified mail. 4. DOCUMENTATION TO PROVIDE In addition to the documentation required in the General Rules of this call, the applicant must present the following documentation: a) Duly completed subsidy application form (subsidy application form). b) Certificate of bank account number. c) Receipt of registration. d) In the case of Basque learning courses, certificate relating to the attendance in % of the applicant, which indicates the theoretical hours of the course and the number of levels passed by the student. In addition, the applicant must justify whether he or she has received any other subsidy or scholarship from the Euskaltegi where he or she took the course (Annex 1). e) In the rest of the courses (UEU, or summer courses related to the normalization of Basque), certificate of participation. f) In the case of the title of free-time educator: training in Basque and official recognition by the Basque Government. You must provide the degree or certificate from the School stating that you have passed the theoretical and practical part to obtain the degree.
