Official description of the call

First.-Beneficiaries. municipalities with a population of less than 20,000 inhabitants and associations with powers in waste collection within the province of Palencia. Second.-Object. The object of this call is the granting of the following lines of subsidies to City Councils and Associations of municipalities in the province of Palencia to promote and incentivize the necessary investments to improve waste management in the province of Palencia and guarantee compliance with the community and national objectives regarding municipal waste management established in Law 7/2022, of April 8, on waste and contaminated soils for a circular economy, in relation to the preparation for the reuse and recycling of waste. municipal; the reduction of landfilling of the total municipal waste generated and the increase in separate collection for municipal waste, so that in 2035, 50% of the municipal waste generated will have to be collected separately. - Line 1: Implementation and/or improvement of separate collection systems for the biowaste fraction. - Line 2: Self-composting and community composting projects. - Line 3: Creation and/or improvement of Clean Points and contribution areas. - Line 4: Waste prevention programs Third.-Eligible actions. The actions to be subsidized must refer to: The eligible actions must refer to projects with investments in infrastructure and equipment related to: LINE 1: Implementation and/or improvement of separate collection systems for the biowaste fraction. The implementation of separate collection systems for the fraction of biowaste with the minimum percentage of inappropriate waste, moving towards more efficient models such as door-to-door or collection in separate closed or intelligent containers. The improvement of existing separate collection systems to reduce the presence of improper waste. The adoption of separate collection systems for the organic fraction of municipal waste is proposed, which guarantee a minimum percentage of inappropriate waste. To achieve this objective, highly effective models are proposed: Door-to-door collection: This system involves the direct collection of biowaste from homes, at pre-established times and days and with the use of specific buckets. This methodology encourages greater user awareness and significantly reduces the introduction of unwanted materials, given the direct control over the deposit process by collection operators. Separate closed or smart containers: Consists of the installation of specific containers for biowaste, accessible only through user identification systems (cards, mobile applications, etc.). This approach minimizes uncontrolled access and improper deposition, while providing valuable data for management. LINE 2: Self-composting and community composting projects. The implementation of self-composting and community composting projects, related to biowaste generated in homes in rural environments, those generated in parks and gardens, as well as those produced by large generators, in combination with other biodegradable waste from the agricultural environment. Self-composting: Encourages households to manage their own organic biowaste, transforming it into compost directly in their plots or gardens. This practice is especially effective in rural settings and single-family homes with space. With this system of individual home composters, citizens are provided with information and training. They are taught to manage waste from food scraps (fruits, vegetables, coffee grounds...), light pruning remains and other biodegradable organic materials, thus creating their own compost. Community composting: Establish collective management points where several homes, or even entire communities, can deposit their biowaste to be composted together. This modality is ideal for certain neighborhoods with homes without an individual garden or for grouping neighbors with an interest in the practice. With this system, a suitable space is identified in the municipality to install a larger composter or a set of them. Participating neighbors receive training on what to deposit and how to collaborate in the maintenance of the point
