One of the work areas of the economic promotion and local development department of the Zumarraga City Council is aimed at promoting actions that contribute to facilitating access to the labor market for unemployed people in the municipality. Understanding that improving professional qualifications constitutes a good personal strategy to access employment and/or improve its quality, the Zumarraga City Council launches this program in order to promote unemployed people or people in a situation of job improvement to invest in improving their professional skills through training. The granting of these subsidies and the legal relationship between the granting body (the City Council) and the beneficiary entity (the beneficiaries) will be governed by these rules. In everything not provided for in them, the provisions of: — Law 38/2003, of November 17, General Subsidies and its implementing regulations approved by Royal Decree 887/2006, of July 21, will apply. — Ordinance regulating the granting of subsidies from the Zumarraga City Council. — Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The Zumarraga City Council, in accordance with the Strategic Subsidy Plan 2026-2028 approved by the plenary session of the Zumarraga City Council in a session held on November 27, 2025 and published in the BOG dated December 10, 2025. AGREE First. Approve the regulatory bases of the subsidy line aimed at unemployed people or people in a situation of job improvement registered in Zumarraga who take non-university training actions. Exceptionally and through a report issued by Lanbide and/or the Economic Promotion, Local Development and Innovation area of the City Council, which justifies the convenience of a person following a training itinerary that facilitates their socio-labor integration, people under 23 years of age may be supported with a scholarship. The subsidy will be intended to cover part of the expense required to carry out the training in question, which must meet the following requirements: 1.1 Type of eligible training actions: Non-regulated training actions of any level and subject that are authorized to grant a certificate of professionalism. Regulated training actions for vocational training. The courses to obtain the type B-1 driving license. Training activities that aim to teach languages are excluded.
