4.2. CALL FOR GRANTING SUBSIDIES TO LOCAL MUSICAL GROUPS OR SOLISTS FOR THE MAKING OF RECORDINGS 1. Purpose. The purpose of this call is to regulate the granting of aid aimed at promoting local musical artistic production, through partial subsidization of the costs of recording and/or editing of albums or video clips made from December 1, 2025 to November 30, 2026. 2. Beneficiary persons or entities. Local musical groups that meet the following requirement will be eligible for these grants: at least half of the people who make up the group must be registered in Arrasate. In the case of soloists, they must be registered in Arrasate. 3. Administrative unit in charge of processing. Applications will be processed by the Youth administrative unit. 4. Budget. The amount of aid called through this program amounts to €5,000, and will be financed from the budget item “1.0410.480.337.20.01 Subsidies for recording demos”. The program will be terminated when its budget allocation is exhausted, unless the City Council expressly decides to increase said credit. 5. Documentation to present. Together with the official application form, applicants must present the following documentation: a) Photocopy of the DNI of all the people who make up the group. The registration data will be verified directly by the City Council, considering that, when submitting the subsidy application, the interested person authorizes said verification. b) Budget for recording and/or editing expenses c) Prove, in the manner provided for in the general bases, that you are up to date with your tax obligations to the Administration. 6. Deadline for submitting applications. Applications may be submitted from the day following the publication of this call in the Official Gazette of Gipuzkoa until November 30, 2026. 7. Application assessment criteria. The amount of the subsidy awarded will be equivalent to half the cost of the recording and/or editing, with a maximum aid limit of €700 per recording. In cases where a cover of the recorded album is edited, its text will be written in Basque, alone or together with one or more other languages. The title and/or credits of the video clips eligible for the subsidy must be written in Basque. Each group or soloist may have access to this aid program once every two years at most. Work that violates the dignity of people or that promotes any type of violence will not be accepted. 8. Deadline and form of justification. Once the subsidy granting agreement has been adopted, it will be justified by presenting the invoice corresponding to the recording and/or editing, together with the delivery to the City Council of: a) In the case of musical recordings, seven copies of the subsidized recording. b) Address of the platform where it has been exhibited, when the subsidized work is a video clip, within a maximum period of 2 months from the completion of the action that is the subject of the subsidy. 9. Additional clause. In everything not expressly included in this call, the provisions of the ordinance regulating the granting and management of subsidies of the Arrasate city council, Law 38/2003, of November 17, General of Subsidies, Royal Decree 887/2006, of July 21, which approves the Regulation of the General Law of Subsidies and other concordant legal provisions, will be followed.
