6. LOCAL DEVELOPMENT 6.1. Call for the granting of subsidies TO GUARANTEE TRANSMISSIONS in BUSINESSES IN THE COMMERCE, HOSPITALITY AND SERVICES SECTORS OF ARRASATE 1. Purpose The object of this call is the regulation of the requirements for granting subsidies to the commerce, services and hospitality of Arrasate for the revitalization of the sector and maintenance of activities. In addition to maintaining activities, we want to avoid empty premises. 2. Beneficiary persons and their characteristics and requirements The beneficiary person will be both the owner in the business transfer process and the new owner who will continue with the business (entrepreneur). The transfer of ownership of the activity license must be carried out in the same year in which the subsidy application is made or the previous one. For the person transferring the activity, in the case of requesting the subsidy to finance consulting expenses, it will be enough to justify the beginning of the transfer process. These are commercial, hospitality or service economic activities located in the premises on the ground floor of the building and that have the character of commercial premises in the cadastre, provided that they are registered for the first time in the registration of the economic activities of the municipality, in one of the headings of the First Section, section 9 or section 6, of Annex I included in the REGULATORY FORAL DECREE 1/1993, of April 20, by which the text is approved recast of the Tax on Economic Activities, or in heading 83 or 84 of Section 8, or in professional activities, of the headings of the second section, section 5 or section 8. The establishment must be located in the municipality of Arrasate. Not have debts with the Arrasate City Council. Companies in which the owners, transmitters and receivers are the same, in whole or in part, will not be entitled to receive this subsidy. The same business cannot be subsidized if 10 years have not passed since the previous transmission. If during that period any special circumstance occurs (death of the previous owner, accident, retirement...), it will be studied in each case. Not be in any of the following situations included in Law 4/2005, of February 18, for the Equality of Women and Men: That they are companies that discriminate based on sex in the selection process of their members or partners. That they are companies that organize activities that do not allow or hinder the participation of women on equal terms with men. That they are natural or legal persons who have been administratively or criminally sanctioned for incurring discrimination on the basis of sex, during the duration of the sanction or sanctions. With regard to linguistic normalization, the beneficiary undertakes to carry out the written messages and public acts of the activity in Basque or in both languages, giving priority to Basque. To guarantee the linguistic correctness of the messages, the advisory service of the Basque Department of the City Council will be made available to the beneficiary. 3. Exempt activities Those activities that, being registered in any of the mentioned headings, have had a turnover of more than 1,000,000 euros in a year in the last four years, or belong to the group of companies that have had that volume of turnover, will be excluded from the subsidy. Likewise, pharmacies, tobacconists, lottery establishments, franchises, multinationals, business groups and similar and, in general, those that have their habitual tax residence outside the municipality will be excluded. 4. When the transfer of the activity will be considered completed When the change of ownership of the activity license is approved by the city council. When the previous owner is registered with the Economic Activities Tax and the new owner is registered with the Economic Activities Tax. The activity will not be suspended, the establishment will not be closed (except for a certain technical or administrative reason).
