7.3.- CALL 2026: SUBSIDIES TO UNEMPLOYED PEOPLE FROM ARRASATE OVER 25 YEARS OLD WHO ARE STUDYING. Preamble. One of the work areas of the employment department of the Arrasate City Council is aimed at promoting actions that contribute to facilitating access to the labor market for unemployed people in the municipality. Understanding that improving professional qualifications constitutes a good personal strategy to access employment, the Arrasate City Council launches this program to promote unemployed people, during periods of work stoppage, to dedicate effort and invest time in their own training, specifically, by financially encouraging those unemployed people over 25 years of age, registered in Arrasate, to pursue vocational training studies. Article 1.- Object. The objective of this call is to regulate the system of subsidies aimed at encouraging the implementation of training actions in the field of vocational training, both regulated and non-regulated, for unemployed people over 25 years of age, registered in Arrasate, in order to improve their employability. The subsidy will be intended to cover part of the expense required to carry out the training in question, which must meet the following requirements: A) Type of eligible training actions: Non-regulated training actions of any level and subject that are authorized to grant a certificate of professionalism. Regulated training actions for vocational training. Training activities that aim to teach languages are excluded. For each training action you will only be eligible for this subsidy in a single call. B) Location of training actions. The training actions will be given in training centers located in Arrasate, or, if this is not offered in any center in the municipality, in the closest center located in the CAPV and Navarra that does offer them. C) Nature of the training centers. The training actions may be carried out by both natural and legal persons, as long as they are registered in the IAE as training entities. Article 2.- Beneficiaries. Those who meet the following characteristics will be considered beneficiaries of the aid regulated in these bases: Be 25 years old as of the start date of the studies. Be registered in Arrasate, at least, since January 1, 2026. Take vocational training studies, both regulated and non-regulated, in training actions that meet the requirements referred to in article 1-A of these bases. Be unemployed, at least as of the start date of the course. For these purposes, the following will be considered unemployed: People who are totally unemployed. Part-time workers, with dedication less than a third of what would correspond to a full-time contract. Likewise, at the end of the course, at the time of submitting the liquidation of expenses, the right to receive the recognized subsidy will be maintained for those people who have worked only during the vacation periods indicated in the course calendar, regardless of their working hours during said periods. Be registered in Lanbide Basque Employment Service, at least since the start date of the course. Attend with good use, at least, 80% of the face-to-face sessions proposed by the training course to which the subsidy application refers, and present the certificate of good use issued by said center. Article 3.- Form of presentation of applications. Subsidy applications may be submitted: - Through the electronic headquarters of the City Council, at the address https://www.arrasate.eus/es/tramites-online/portal-del-ciudadano (mandatory for legal entities) - In person at the BAZ (Citizen Service), optional for natural persons. BAZ, public service hours: Monday to Friday 7:30 - 15:00 Thursday: 7:30 - 18:30 Saturdays: 9:00 - 13:00 In August, Monday to Friday 8:30 - 14:00 - In the other ways legally provided for in accordance with Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
