8.3. SUBSIDIES FOR ACTIVITIES AND PROJECTS RELATED TO EDUCATION, OR LEARNING AREAS CARRIED OUT BY NON-PROFIT ASSOCIATIONS 1. Purpose The object of this call is the regulation of the conditions for granting subsidies for activities and projects developed in Arrasate related to education or learning areas carried out by non-profit associations. The activities and programs of the 2025-2026 school year will be subsidized. Likewise, the activities subject to subsidy must have the following nature: 1) Educational activities carried out by non-profit associations of the local school community, as well as, after analysis by the City Council, those educational services that, although not financed by public entities, are considered socially relevant from a community perspective. 2) Activities or programs to promote the use of Basque in the school community. 3) Educational dissemination activities, community educational development programs and free-time education programs, as well as programs related to sustainable development, equality, coeducation and coexistence. 4) Projects to promote the quality of teaching and to improve school management. The following activities or concepts will not be subject to subsidy: 1) Proposals that consist of carrying out infrastructure works, investments, acquisition of real estate and the purchase of furniture and equipment (furniture, appliances, photography, IT). 2) The travel expenses and per diem of the teaching staff incurred to develop the courses, projects and activities, but the registration expenses for said courses or activities. 3) Expenses for consumable materials corresponding to the usual activity of the center as well as expenses for the acquisition of teaching materials that are not associated with a specific project or justified in a specific project or that are considered to be part of a permanent educational service of the center. 4) Those activities or projects that, in the opinion of the City Council, fit best into other aid programs. 2. Beneficiary associations The following may apply for the subsidies that are regulated by these specific bases: -Legally constituted non-profit entities or associations with headquarters in Arrasate and that carry out their activities mainly in the Municipality. The beneficiary associations must meet the conditions required in article 4 of the general bases of this call regarding the obligation to register in the corresponding public registry. 3. Documentation to be submitted The official subsidy application form must be accompanied by, in addition to that required in article 15 of the Arrasate General Subsidies Ordinance, the following documentation: - In applications for specific activities: the foreseeable number of participants must be indicated, as well as the place and planned dates of celebration. - In applications for programs and activities of the school year: the means and infrastructure that the beneficiary has to carry out the activity must be listed. 4. Administrative unit in charge of processing Applications will be processed by the Education administrative unit. 5. Application evaluation criteria For the calculation of the aid regulated in these bases, the following criteria will be applied, with the score that is collected below for each section: a) The impact of the program or activity and the contribution to the development of the municipality (social and cultural educational profitability of the program or activity). Up to a maximum of 30 points. - The organizational, structural and economic effort made by the requesting association. - Complementarity with respect to the educational project of the school or association. - Number of people participating through the activity or program. b) The level of concreteness and realism of the educational program, both in its contents and objectives, as well as the budget and the number of people participating in the activity or program. Up to a maximum of 15 points. c) The promotion of Basque that the activity entails. Up to a maximum of 15 points. d) The quality, originality, opportunity and innovation of the program or activity presented. Up to a maximum of 15 points.
