SUBSIDIES TO CITY COUNCIL, THROUGH COMPETITIVE COMPETITION, AIMED FOR THE EXECUTION OF ENERGY ACTIONS IN PUBLICLY OWNED FACILITIES IN THE PROVINCE OF PALENCIA

Official description of the call
First. - Beneficiaries - Municipalities of the province of Palencia with less than 20,000 inhabitants, that have carried out an energy diagnosis or an energy audit in the last 5 years, counting from the date of signing the document or recognition of the obligation, until the end of the deadline for submitting applications for this call, which must be digitally signed by the technical author of the same. Second. – Purpose The object of this call is the granting of subsidies to City Councils in the province of Palencia, to promote and incentivize the execution of energy efficiency actions in publicly owned buildings and facilities, through the execution of works, renovations or repairs, which are included in a prior audit carried out before the end of the application submission period. This call is integrated into Strategic Measure 9 “Energy efficiency strategy and promotion of renewable energies in public buildings”, of the Rural Agenda Action Plan against the Demographic Challenge of the Palencia Provincial Council, approved by the plenary session of the Provincial Council on August 29, 2022, and within the measures to achieve goal 7.3 “Double the energy efficiency rate” of the Sustainable Development Goals. Third. – Eligible actions Eligible actions must refer to one, and only one, of the following types of actions that will be included as an improvement proposal within the energy diagnoses or audits, and are municipally owned buildings or facilities. A single action will be considered when the request includes several requests within the same group: - Type 1: Public lighting installations. - Type 2: Electrical and thermal installations in buildings - Type 3: Installations based on renewable energy. - Type 4: Pumping and water supplies. - Type 5: Enclosures and covers in buildings. - Type 6: Any other whose purpose is to improve the energy efficiency of municipally owned buildings or facilities. The action to be subsidized must be correctly documented in the energy diagnosis or audit. And in said documentation the energy savings and the estimated return period must be justified. Failure to justify or insufficient description of the measure to be carried out may result in the rejection of the subsidy application. Room. – Amount In no case will the amount granted be greater than 70% of the investment budget accepted (to be justified) by the Provincial Council of Palencia, with a maximum subsidy (considering the number of inhabitants according to INE 2023 data): - €30,000 for centers with a population greater than 2,000 inhabitants. - €20,000 for towns with a population between 200 and 2,000 inhabitants. - €10,000 for towns with a population of less than 200 inhabitants. The subsidy will be provided through an advance payment of 100% of its amount. Of this advance, 75% will be paid to the beneficiary in the bank account determined by the beneficiary, with the other 25% retained as a guarantee of the correct execution and justification of the subsidized project. Fifth. – Application submission deadline. - The deadline for submitting applications will be two months from the day following the publication of the call in the Official Gazette of the Province. - Interested parties may submit an application for each population center with a diagnosis or audit Sixth.- – The annexes and other documentation corresponding to this call will be available to interested parties at the electronic headquarters of the Provincial Council of Palencia https://sede.diputaciondepalencia.es
