3.2. CALL FOR THE GRANTING OF GRANTS FOR NON-GOVERNMENTAL ORGANIZATIONS (NGO) THAT DEVELOP COOPERATION PROGRAMS FOR DEVELOPMENT 2026 1. Purpose The purpose of this call is to establish the system for granting subsidies to non-governmental organizations, for the organization and achievement of development cooperation programs, aimed at improving the socioeconomic conditions of the population of the nations in development paths. The programs subject to subsidy must have the following characteristics: - They must be carried out in developing countries. - That its objectives favor and promote balanced economic-social development or focus on areas of health, education, social care, culture, promotion of human and social rights, development of the values of democracy, equality between women and men, individual and collective freedoms, etc. - That citizens in general can benefit from them. - That they avoid cultural imposition and respect the idiosyncrasy of the receiving community and its environment. - That encourage the participation and active involvement of the population. 2. Beneficiary organizations The Mondragón City Council may grant financial aid to: Non-profit Non-Governmental Organizations or Institutions, whose activities coincide with the purpose of this call: 60% of the annual budget will be allocated to NGOs with headquarters and/or that carry out their activity in Mondragón. 40% of the budget may be allocated to NGOs that do not necessarily have headquarters and/or that carry out their activity in Mondragón. The following are expressly excluded from accessing this call: Institutions and services dependent on the Public Administration and savings entities. Each participating NGO may present a single project. Beneficiaries must meet the conditions required in article 4 of the general bases of this call regarding the obligation to register in the corresponding public registry. 3. Documentation to be presented In any case, the report of the projects presented must include the following points: - Brief Report of the experience in the field of Development Cooperation and Awareness Raising, where the experience of the counterpart will be indicated, if it is different from the petitioner. In the case of presenting a development cooperation project, the place and area in which it will be developed and the population to which it is directed must be indicated in the Report, to the extent possible accompanied by a map of the specific area, with a list of means, schedule, general budget, amount requested and form of justification. - Declaration stating the commitment to contribute the difference (if any) directly or through third-party financing, between the total cost of the accepted project and the subsidy granted. 4. Administrative unit in charge of processing Applications will be processed by the administrative unit of Social Services. 5. Application assessment criteria For the calculation of the aid regulated in these bases, the following criteria will be applied, with the score listed below for each section: 5.1 In relation to the petitioning association: Up to 25 points For the granting of this aid, the following conditions will be taken into account, in addition to what has already been indicated: a) Proven experience in aid and the ability to obtain other types of financing from other organizations and private resources for the project. b) Project management capacity, available human resources and relationships with other agencies or organizations, both local and international. c) Number of associated and/or collaborators 5.2 In relation to the Project: Up to 45 points A) Regarding presentation and content of the project: - Information about the project: geographical, political and social contextualization of the project. - The coherence between the justification of the action, the objectives set, the proposed activities and the necessary resources. - The technical feasibility of the action to be carried out (information on this section is considered essential for productive and infrastructure projects). - The sustainability of the project in the longer term, after the subsidized action has been executed.
