Official description of the call

First. Object, conditions and purpose. The Torrent City Council, through the Area of Culture, Fallas, Tourism and Participation and within the promotion of cultural activities, calls for a procedure for granting subsidies through competitive competition, for the development of cultural activities of general interest during the year 2026. Within the framework of the powers established by Law 7/1985, of April 2, Regulating the Bases of Local Regime, in its wording given by the Law on Rationalization and Sustainability of Local Administration (Law 27/2013, of December 27), the Torrent City Council is committed to promoting cultural activities. The purpose of this call is to regulate and establish the criteria and procedure for the application, processing, granting, payment and justification of the subsidies granted by the Torrent City Council, intended to finance cultural projects and/or activities developed in the period between January 1 and December 31, 2026. These bases are developed within the framework of the current Strategic Subsidy Plan of the City Council 2024-2026, approved by agreement of the Local Government Board dated February 5, 2024, within the strategic line of promoting culture (4.2.- Financing cultural projects and/or activities in the municipality of Torrent by associations, foundations and other non-profit entities). Those programs, projects or cultural activities carried out by cultural associations and entities legally constituted in the area of ​​Torrent, which complement or replace municipal powers in cultural matters, may be subject to subsidy, such as: - Stable annual programming of the cultural entity or association. - Individual cultural projects. - Inter-associative cultural projects. For the purposes of this call, expenses necessary for the development of cultural activities of general interest and that promote: a) The development, management and dissemination of cultural activities in the city of Torrent, especially activities to energize, support, promote and disseminate Valencian culture, language, folk traditions and heritage, are considered eligible for subsidies. b) Promote culture within the framework of museums, performing arts, music, plastic arts, audiovisual arts, Valencian traditions, cultural didactic activity, literature and the manifestations that promote them, as well as the acquisition of the necessary elements for the development of these activities. c) The principle of equality between men and women. d) Collaboration with the cultural activities and events promoted by the Torrent City Council. The following activities are excluded from the scope of application of this call: 1. Those that obtain a subsidy from another department and those that, due to their nature or objective, can benefit from other subsidy calls made by the Torrent City Council or do not fall within the scope of Culture. 2. Those that, in the opinion of the Collegiate Assessment Body, have little relevance and/or have no general interest. Second. Requirements to be a beneficiary. Entities and associations of a basically cultural nature in the municipality of Torrent that promote activities to support, promote and disseminate Valencian culture, language and heritage may benefit from this call, as well as promote the exercise of activities aimed at improving the knowledge and enjoyment of culture by citizens, understanding culture as a universal language that facilitates human and vehicle development.
