Official description of the call

Article 1. -Regulatory bases and official journal in which they are published. Ordinance regulating the specific bases, approved by agreement of the Municipal Plenary Session, in a session dated July 28, 2016, and published in the Official Gazette of the Province of Valencia No. 189 of 9-29-2016. As a supplementary measure, the General Subsidy Ordinance of the Picassent City Council, approved by the Plenary Session on January 28, 2020 and published in BOP No. 77 dated April 26, 2021. Article 2. Object and purpose of the aid 2.1.- The purpose of these rules is to regulate the procedure under a competitive competition regime, for the granting of aid for the acquisition of textbooks and complementary teaching materials, in the second cycle of Early Childhood Education (3, 4 and 5 years), in the 2026/2027 academic year for those students who are registered in Picassent, whether or not they study in the town. 2.2.-However, the above is excepted from the requirement to establish an order of priority among the applications submitted that meet the established requirements, taking into account the total number of them, once the submission period has ended, prorating, where appropriate, among all of them, the credit consigned in the call if it is not sufficient to meet them. 2.3.- The aid granted will be in the nature of a subsidy. Article 3. Budget item to which the subsidy is allocated and maximum total amount of the subsidies called. 3.1.-The subsidies that are awarded through this call will be processed for a maximum total amount of 17,000.00 euros, existing in the following item of the 2026 Budget: ORG PROG ECON NAME ITEM 400 32602 4820000 SCHOLARSHIPS BOOKS AND SCHOOL MATERIALS CITY COUNCIL. 3.2.- The City Council may authorize an additional amount, the application of which to the granting of subsidies will not require a new call. The use of the aforementioned additional amount is conditioned, prior to the resolution of the concession, to the approval, if applicable, of the appropriate budget modification and to the incorporation into the file of the certificate of existence of sufficient credit. Before the granting resolution, the availability of the additional credit will be published in the Official Gazette of the Province of Valencia, through the National Subsidies Database, without prejudice to its publication on the notice board and on the City Council's website, without such publicity implying the opening of a new period for submitting applications, nor the beginning of a new period for resolution. Article 4. Requirements that beneficiaries must meet. 4.1.- Mothers and fathers, representatives or legal guardians of students in the 2nd cycle of Early Childhood Education (3, 4 and 5 years old), who are registered in the municipality of Picassent, on the date of publication of the call, enrolled in educational centers supported by public funds, or in Special Education Centers in the 2026/2027 school year, whether or not they study in the town, may be beneficiaries of this aid. 4.1.1.-Exceptionally, in those cases of students who, due to their socio-economic conditions, do not have sufficient resources to purchase the books, with certification from the social services of the City Council, the center may make the purchase directly, on behalf of the students, and present the request and invoice to the City Hall. The request will be formalized by the director of the educational center. In this case, the receipt of aid through the educational center is conditional on the express authorization of the father, mother or legal guardian, beneficiary of the aid. 4.2.- The acquisition of the status of beneficiary of this aid also requires compliance with the following general requirements: 4.2.1. Not be subject to any of the circumstances provided for in article 13, 2 and 3 of Law 38/2003, of November 17, General Subsidies, which disqualify them from having the status of beneficiary of the subsidy. 4.2.2. Be up to date with compliance with tax or Social Security obligations. 4.2.3. Be up to date in compliance with your tax obligations with the Picassent City Council.
