ISLAND COUNCIL OF TENERIFE ISLAND COUNCIL OF RESEARCH, INNOVATION AND DEVELOPMENT Extract from the Agreement of April 22, 2026, of the Island Government Council of HE. Island Council of Tenerife, which approves the call for a subsidy line for the subsidy for the hiring and training of doctors to carry out proof of concept projects with high economic potential and knowledge transfer, within the framework of the Tenerife Innovation Master Plan (PDI), called “TALENTUM PLUS” First.- Object and purpose. The purpose of these bases is to establish the rules that must govern the granting of the subsidy for the signing of contracts of doctors for the execution of proof of concept projects within the framework of the current Tenerife Innovation Master Plan (hereinafter, PDI), approved by the Island Government Council on 11/27/2024. The purpose of these grants is to promote local talent by hiring young postdoctoral researchers who promote, within existing research groups, proof of concept projects aimed at the valorization, validation, transfer and commercialization of previous research results, which have a high potential to generate real economic activity in strategic sectors for the island of Tenerife. The selected projects must promote the transfer of knowledge to the industry and facilitate public-private collaboration in key areas for economic development, promoting the scientific and technological progress of the island of Tenerife in the priority sectors established in the PDI, with special interest in the following: Aerospace sector: Projects related to satellites, space observation and image processing, telecommunications and astronautics. Information technology and artificial intelligence sector: AI application projects, big data analysis, advanced computing, connectivity, machine learning and its industrial applications. Blue economy and sustainability sector: Research projects applied to marine economy, coastal resource management and ecological sustainability Energy sector: Applied research in renewable energy sources, especially geothermal, solar, wind energy and other sustainable technologies. Health and biotechnology sector: Projects focused on biomedical research, health technologies, agri-food, bioeconomy and biotechnology. Likewise, this subsidy will also have the purpose of accelerating the arrival of said results to the market, industry and society in general, reducing technical, commercial or adoption uncertainties, and promoting collaboration with end-user entities, including the local business community. For projects to be eligible for subsidies, their link to priority sectors must be clear and direct. Any controversy will be interpreted by the entity in charge of the assessment, which is proposed later in this report, taking into account the spirit of the PDI, not only the literality of the letter. The projects may not be oriented towards the continuation of pure research in a line of work or project that is already underway, but rather towards its practical implementation to obtain tangible results, with a view to possible commercialization and transfer. Therefore, there must be indications or previous results with demonstrable potential (prototypes, software, patents/applications, know-how, data, methods, etc.). Consequently, actions whose main objective is the natural continuation of research that involves only the generation of new basic knowledge without transfer orientation will not be eligible for subsidies. The following minimum requirements are established for the projects: They will be developed in Tenerife. They will include: i. Evidence of the previous result (prototype, software, patent/application,…) ii. Proof of concept implementation plan with milestones, deliverables, and validation metrics. iii. Transfer and exploitation plan: exploitation route, protection strategy (PI) and validation plan with user/market. iv.
