Official description of the call
BDNS (Identif): In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (http://www.pap.minhap.gob.es/bdntrans) and in this BOJA. First. Call. 1. They are convened under a non-competitive competition regime, for the year 2026, under the Order of September 2, 2022, which establishes the regulatory bases for the granting of aid under a non-competitive competition regime, due to the temporary cessation of the fishing activity of the fishing and shellfish fleet with a base port in Andalusia, within the framework of the Operational Program of the European Maritime and Fisheries Fund (2014-2020), modified by the Order of May 22, 2024, the aid listed in the annex to this extract, in the maximum total amount specified and in accordance with the budgetary credits that are also indicated in the aforementioned annex, the total amount available for this call being 6,555,000.00 euros, and the aforementioned amount cannot be exceeded. 2. The periods of temporary cessation of fishing activity, the periods eligible for aid purposes as well as the eligible days for each temporary stoppage are also listed in the annex to this extract. 3. The period eligible for aid is counted for a minimum period of 5 consecutive days. In the event that within the minimum period of 5 consecutive days there are days of mandatory rest, they will be counted as a computable period. 4. In the event that the first or last day of the stop is a non-business day for the administration and the vessel's role could not be delivered or collected, it may be delivered or collected on the next business day for the administration. Second. Beneficiaries. 1. The following persons or entities may be beneficiaries of this aid: a) Natural or legal persons (shipowners/operators), as well as the groups identified in article 11.3 of Law 38/2003, of November 17, General Subsidies in charge of the exploitation of fishing vessels affected by the temporary stoppage that are registered as active in the General Registry of the Fishing Fleet, and that have carried out a fishing activity of at least 120 days at sea, during the two calendar years preceding the date of submission of the aid application. b) Natural persons (crew) who have worked at sea for at least 120 days during the two calendar years prior to the date of submission of the aid application, on board a fishing vessel affected by the temporary cessation. c) Foot fishermen who have carried out fishing activities for at least 120 days in the last two calendar years prior to the year of submission of the aid application. 2. In relation to the aid for the temporary stoppage of the shellfish fleet in the small gear modality that operates with trap gear for the capture of octopus on the Mediterranean coast of Andalusia or with specific gear for the capture of octopus in the national fishing ground of the Gulf of Cádiz, of the 120 days of fishing activity in the two calendar years prior to the submission of the aid request required of both the shipowners and the crew to have To qualify as a beneficiary person or entity, 100 days must have been dedicated to capturing octopus, and a minimum of 2,000 kg must have been caught in the two calendar years prior to the submission of the aid application. Both the days of fishing activity dedicated to the capture of octopus and the kg of octopus captured will be verified ex officio by the managing body through sales notes. Third. Object. The object is the call for aid, for the year 2026, for the temporary cessation of the activity of the fishing fleet with a base port in Andalusia, included in article 21.2.a) of Regulation (EU) 2021/1139 of the European Parliament and of the Council, of July 7, 2021, which establishes the European Maritime, Fisheries and Aquaculture Fund, within the scope of the Autonomous Community. of Andalusia and which are listed in the annex to this extract. Room. Regulatory bases. This call will be governed by the Order of September 2, 2022, which establishes the regulatory bases for the granting of aid under a non-competitive regime.
