Official description of the call
In accordance with the provisions of articles 17.3.b and 20.8 of Law 38/2003, of November 17, General Subsidies, the full text is published on the Provincial Council's website (www.dipuleon.es) Rural Development and Environment? Aid and subsidies). First. Beneficiaries: The municipalities of the province of León with less than 20,000 inhabitants that prepare the census of facilities and sites with asbestos, including a calendar that plans their removal, in accordance with the provisions of the fourteenth additional provision of Law 7/2022, of April 8, on waste and contaminated soils for a circular economy, from January 1, 2026 to December 31, 2026 and that meet the requirements established in the third base of the BGS. Second. Purpose: The purpose of this call is to cover part of the costs derived from the preparation of the census of facilities and sites with asbestos and prioritization criteria for its removal, in accordance with Law 7/2022, in order to guarantee the correct identification and management of this type of waste. Third. Regulatory Bases: General Regulatory Bases for the granting of subsidies under a competitive competition regime in the Provincial Council of León (hereinafter BGS), approved by agreement of the Plenary of February 27, 2008 (BOP of León no. 45/2008, of March 5) and in the budget execution bases. Likewise, the provisions of the OGS, the LGS, the Regulation that develops it (RD 887/2006, of July 21) and the remaining administrative law rules will apply, failing which the private law rules will apply. Room. Amount: Total amount: 424,000 € The aid granted may reach up to 90% of the budget, with a maximum of 4,000 € per City Council. In the event that the total amount of the amounts to be granted exceeds the maximum amount, these amounts will be reduced proportionally. Fifth. Deadline for submitting applications: Twenty business days counted from the day following the date of publication of the extract of this call in the Official Gazette of the Province of León. Sixth. Annex I: ? Descriptive report of the action that is intended to be financed under this call, with the development of the following headings: . Scope of work. . Methodology for preparing the census. . Work program. . Detailed budget of the action to be carried out. - Eligible expenses. ? Those that undoubtedly respond to the nature of the subsidized activity, are strictly necessary and are carried out within the established period. Eligible expenses will be all those derived from the activities aimed at preparing the census of facilities and sites with asbestos in accordance with the "Guidelines for the removal of installed asbestos" document. Preparation of a census of facilities and sites with asbestos and prioritization criteria for its removal. Management of waste with asbestos?, published by the Ministry of Health in June 2024, that meet the requirements indicated in the seventh base. - Justification. - Until April 1, 2027, providing the documentation provided for in the tenth base of the call. - Payment method. - It will be carried out once the expense has been justified and compliance with the requirements indicated in art. 18 of the OGS and in base 5 of the BGS. - Compatibility with other aid.- Yes. In the event of obtaining financing from another entity that is a beneficiary of the same subsidy from the Government of Castilla y León to which the first base refers, the sum of the two sources of financing may not exceed the amount of ⿬4,000.00. - Body competent to resolve. The Governing Board of the Provincial Council of León, by delegation of the Plenary.
