Housing, Immigration, Health and AgricultureSubject: Singular aid DANA SS.SSOn October 29, 2024, the Valencian Community was affected by an Isolated Depression of Nieves Altos (DANA). The intensity of the rains caused, among others, floods due to the violence of the waters that caused, among others, the destruction of homes, roads, bridges, all types of infrastructure, as well as fatalities, which constitutes the largest natural disaster in the recent history of our country. The municipality of Aldaia was one of the municipalities directly affected by the terrible floods suffered on October 29 as a result of the rains. The floods caused countless damages, destroying homes, personal belongings, furniture, vehicles, businesses that constituted the livelihood of the people most directly affected and, fundamentally, the irreparable loss of human life. All of this caused situations of sudden vulnerability and risk of social exclusion, aggravating the situations that had already been detected. All of this has had a great impact on the population of Aldaia, especially affecting the people directly affected by the destruction or loss of human life, but also children and adolescents. The impact has been even greater, if possible, on older people, as well as on people with disabilities and/or dependency. The loss of housing in the municipality, damage caused to a large number of them (around 1,900 homes), has forced the population to look for alternative accommodation, which further aggravates the housing crisis and increases the price of rents that are already extraordinarily high. All of this has a negative impact on the economic situation of many people and families and prevents compliance with the right to enjoy decent and adequate housing enshrined in article 47 of the EC. The Council of Ministers, at its meeting on November 5, 2024, adopted the agreement by which it declares “Area seriously affected by a civil protection emergency” the territory damaged as a result of the Isolated Depression in Nieves Altos (DANA), among which is Aldaia as one of the affected municipalities. By Royal Decree-Law 7/2024, of November 11, which adopts urgent measures to promote the immediate response, reconstruction and relaunch Plan against the damage caused by DANA in different municipalities between October 28 and November 4, 2024, the municipality of Aldaia was designated as a local entity beneficiary of the subsidy to finance basic social service benefits to granted by the Ministry of Social Rights, Consumption and Agenda 2030 for an amount of €2,208,069. That the execution period initially planned until December 31, 2025, was extended until December 2026, by Royal Decree Law 12/2025 of October 28, by which urgent reactivation, reinforcement and prevention measures are adopted within the framework of the Immediate response, reconstruction and relaunch Plan against the damage caused by DANA. For all the above, it was essential to immediately address the necessary actions to allocate direct economic aid to the people most directly affected and provide them with the essential means that would allow us to address this social, housing and accessibility crisis caused by the DANA. For this reason, a call for financial aid was made published in the BOP on July 25, 2025. This aid was of great help to the population directly affected by the DANA. A year and a half after the DANA of October 29, 2024, there have been people affected people who have managed to overcome the situation prior to that day, but from the social care services, it is detected that many people have not been able to reestablish said situation and that they are still far from it. There are many factors added to the catastrophe that require a unique look at the cases in order to be detected and attended to. The local administration, as the administration closest to the citizens, is fully aware of the difficulties and problems that the population is having to recover its situation prior to DANA, in the cases in which it may become possible.
