SUMMARY: Resolution dated May 21, 2026 approving the call for the granting of municipal aid for tuition fees for the implementation of Mentor Classroom Courses of the Alfafar City Council, fiscal year 2026. FIRST. Purpose and Justification. The purpose of this call for aid for tuition fees for carrying out Mentor Classroom courses of the Alfafar City Council is part of the initiative of this corporation to establish aid for training and recycling in terms of employment and entrepreneurial initiative, with the aim of facilitating access to the labor market through training and/or recycling, encouraging the improvement of the professional profile to achieve effective job placement, by people registered in the municipality of Alfafar and registered in the Employment and Local Development Agency of the municipality. The following call will be governed, in addition to the provisions of the articles of the regulatory bases for aid for examination fees that lead to obtaining a certification and/or registration for training and recycling courses in employment and entrepreneurship of the Local Development Agency of the Alfafar City Council (BOP August 24, 2022), by: - The General Subsidies Ordinance of the Alfafar City Council (Official Gazette of the Province of Valencia no. 24, of February 2, 2018), - Execution Bases of the Municipal Budget of the Alfafar City Council. - Law 38/2003, of November 17, General Subsidies Regulation (hereinafter LGS), and its implementing Regulation, approved by Royal Decree 887/2006, of July 21, which approves the General Regulation of Subsidies, (hereinafter RGS), - Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations (BOE no. 236 of 10/2/2015), (hereinafter LPACAP) - Royal Decree 130/2019, of March 8, which regulates the National Subsidies Database and the advertising of subsidies. As well as, they must be consistent with the Alfafar City Council's Strategic Subsidy Plan and the IGAE's interpretative criteria in this regard and other public aid, and with any other regulatory provision that, due to its nature, may be applicable. 2. The management of this aid will be subject to the principles of publicity, competition, transparency, objectivity, equality and non-discrimination, as well as effectiveness in meeting objectives and efficiency in the allocation and use of public resources.
