NON-PERIODIC MUNICIPAL AID OF A SOCIAL NATURE FROM THE CITY COUNCIL OF MONDRAGÓN 2026. (2nd call of 2026). Law 12/2008, of December 5, 2008, aims to promote and guarantee within the Basque Country the right to social benefits and services through the regulation and organization of a universal Basque Social Services System. Article 6 establishes the purpose of the Basque Social Services System (SVSS): a) Promote personal autonomy and prevent and attend to personal and family needs derived from dependency. b) Prevent and address the needs caused by a situation of lack of protection. c) Prevent and address situations of exclusion and promote the social integration of individuals, families and groups. d) Prevent and attend to personal and family needs caused by emergency situations. Article 16 defines the economic benefits of the SVSS and article 22.3 categorizes the different economic benefits. Article 2.—Beneficiary persons: Requirements and obligations General Requirements. Those who meet the following general requirements may be beneficiaries of non-periodic municipal aid (ANPM): Participate in a personalized care plan, agreed upon with the reference social worker that will materialize in a social report. The processing of this benefit must be an activity, part of the social inclusion process that has been established.
