FIRST: REGULATORY BASES AND OFFICIAL JOURNAL IN WHICH THEY ARE PUBLISHED. The Ordinance regulating the specific bases will be applicable, approved by agreement of the Municipal Plenary Session, in a session dated April 28, 2016, and published in the Official Gazette of the Province of Valencia No. 124 dated June 29, 2016 and supplementarily by the General Subsidies Ordinance approved in a plenary session dated 01/28/2020 and published in the BOP No. 77 of the 04-26-2021. SECOND: PURPOSE, GRANT PROCEDURE AND BUDGETARY CREDIT. 1.- These rules regulate, under a competitive competition regime, in accordance with article 22.1 of the General Subsidies Law, the granting of the prizes called "Picassent, Cristòfor Aguado i Medina Awards", in the following modalities: • Narrative. • Poetry. • Photography contest. • Unique local research project. 2.- The expense generated by the granting of the prizes provided for in these rules will be charged to the budget credit of items 600 33401 4810000 - Cristòfor Aguado Premis, distributed in the following annuities: - First annuity 2026: €4,200, charged to budget item 600.33401.4810000 “Cristòfor Aguado Awards”, from the Picassent City Council Budget, for the 2026 financial year. - Second annual 2027: €1,800, charged to budget item 600.33401.4810000 “Cristòfor Aguado Awards”, from the Picassent City Council Budget, for the 2027 financial year. 3.- The granting of chargeable subsidies to the Budget for the year 2027 is conditional on the existence of adequate and sufficient credit at the time of the resolution of the concession; circumstance that will be expressly stated in the call. THIRD: PRIZES. 1.- The City Council establishes the following awards, for the best work considered by the Jury, in each modality. • 1st Narrative Prize, worth €800. • 1st Poetry Prize, worth €800. • 1st Prize for unique local research projects, awarded with €3,300. • 1st Photography Prize, worth €500. 2.- The City Council also establishes, in the modalities of narrative and poetry, a LOCAL PRIZE for the best work by an author who lives in Picassent and who has not previously been awarded as an absolute prize in these modalities. • Local narrative award, worth €300. • Local poetry prize, worth €300. 3.-The amount of the prizes will be subject to the tax withholdings established by law. 4.-Payment of the prize will be made by bank transfer to an account owned by the winner, upon presentation of the third-party maintenance document, according to the official model. 5.-The amount of the prize for the “Singular local research project” modality will be given in two installments: • The first installment of €1,500.00 at the time of award to the project selected as the best project. • The rest, that is, €1,800. upon delivery of the final work. • If the selected project is not carried out, the person agrees to refund the amount received. FOURTH: PARTICIPANTS. 1.- Individuals of legal age who meet the following requirements may request participation, individually or collectively, in all the modalities called: 1.1.- Be up to date with their fiscal and tax obligations and, where applicable, with Social Security, and not fall into any of the cases established in articles 13.2 and 3 of Law 38/2003, of November 17, general on subsidies that the disqualified from receiving subsidies. 1.2.- Not having to justify, after the deadline, any subsidy previously granted by the Picassent City Council. 1.3.- Be up to date with tax obligations with the City Council. 2.-In addition to the requirements established in the previous section, in order to be a beneficiary of the local award in the narrative and poetry modalities, the following requirement must be met: 2.1.-Be registered in the Municipality of Picassent on January 1, 2026. 3.-Up to a maximum of 3 works may be submitted in each of the modalities but no more than one award may be accumulated. 4.-The winners in any of the categories of the Picassent Awards of the XXIX edition will not be eligible to receive any of the prizes.
