Official description of the call
First: Purpose and aid granting regime. The Betanzos City Council intends to provide aid to non-profit municipal cultural entities with the aim of collaborating with the maintenance of the activity of cultural associations, promoting activity in the field of culture and facilitating the associative fabric to achieve the general interest objectives that are their own. In this way, the City Council exercises its powers to promote the active participation of citizens, facilitates cultural creation and production at the local level and advances in the realization of the right of access and citizen participation in culture. The purpose of this call is to establish the procedure and criteria for the granting of subsidies in the field of the municipal property of Betanzos in the areas of "Organization of cultural activities of general interest", under a competitive competition regime and in accordance with the principles of objectivity, equality of competition and publicity. The City Council will subsidize the projects of entities in the municipal cultural sector that pursue any of the following specific objectives: · Organize activities to promote and disseminate cultural production through any of its artistic or informative manifestations. · For ongoing initiatives that involve the participation of citizens in the field of cultural creation or in the knowledge and enjoyment of cultural manifestations. · Develop actions that improve communication between cultural agents, as well as between them and the general public. · Promote and/or preserve our cultural traditions, through disciplines such as music, dance, quantum, collective memory, etc. · Respond to social demands for events and spaces for recreational coexistence and recreation. Eligible projects will be those for the organization of cultural activities in general, including training or dissemination proposals (courses, talks, promotional activities or recovery of historical memory, conservation and dissemination of local traditions); samples, contests, exhibitions; activities to promote literary, plastic, performing, audiovisual or musical arts; the edition of publications, cultural meetings, cultural promotion events and the conservation and safeguarding of material and intangible cultural heritage, and all those that fit the concept of "cultural promotion". These objectives will be framed in one of these modalities: - Cultural entities (cultural associations and entities that have their cultural character duly accredited in their statutes). - Neighborhood entities (neighborhood associations, youth associations, housewives' associations, senior citizens' associations, rural women's associations...). - Entities of a socio-educational nature (ANPAS of public education centers, pedagogical associations, etc.). The granting of subsidies will be carried out through a competitive competition regime and will be approved by resolution of the mayor's office, and according to the Provisional/definitive Concession procedure provided for in the bases of this call. To review the applications, their scale and scoring, an assessment committee will be created that will be made up of a minimum of three people who have no relationship with any of the applicants or direct relationship with the projects that may be presented. Said commission will be appointed by Mayor's Decree and will issue a reasoned concession report in accordance with the evaluation carried out. Second: Beneficiary persons and entities. Entities that meet the following requirements may apply for the programs contained in this call: - Be legally constituted and have updated documentation. - Lack of profit purposes. - Develop their activities within the territorial scope of the Betanzos City Council or on topics of interest to the City Council. - Not having to justify any subsidy granted, in the previous call, by the Betanzos City Council, unless an extension was exceptionally granted or had been withdrawn, or justified by non-presentation, if the process is completed. - Not be subject to any of the circumstances provided for in article 13 of Law 38/2003, General of subsidies or cases of incapacity.
