Article 17.1.7) of Law 2/2016, of April 7, on Local Institutions of the Basque Country, establishes that municipalities may exercise their own powers in areas such as "Planning, programming and management of housing". Within the framework of this competition, the Azpeitia City Council has been processing a housing rental subsidy program for years, both for the mobilization of empty homes and to promote access to rental housing for certain more vulnerable groups. In order to achieve this objective, to promote the rental of housing in Azpeitia, the Plenary Session of the City Council in a session held on February 3, 2026 approved the Strategic Subsidy Plan 2026-2028 (published in the BOG on February 25, 2026).
