Law 2/2023, of March 30, on physical and sporting activity in the Basque Country, establishes that sport is an activity of general interest. Thus, Law 2/2016, of April 7, on Local Institutions of the Basque Country, in its article 17 attributes to the municipalities their own powers, it is an action to be promoted by the Public Administrations in the areas in which they are competent. Specifically, 17.1. Article 19 establishes the jurisdiction over "Management and promotion of sport and sporting activities, and the management of sports equipment for public use is the responsibility for the organization and promotion of sport and sporting activities." REGULATORY BASIS FOR THE GRANTING OF SPORTS SUBSIDIES ANNEX I LINE -1.A SUBSIDIES FOR THE DEVELOPMENT OF THE ORDINARY ACTIVITY OF SPORTS CLUBS. 1. PURPOSE The purpose of these rules is to regulate the conditions for granting direct subsidies for the development of the structure and ordinary activity of the Azpeitia sports clubs, which due to their impact and interest adjust to the objectives of the Azpeitia City Council, through the direct concurrency concession procedure. It will be an ordinary sporting activity, the set of actions/aspects to be carried out to develop the season or competition calendar of the different sports modalities of the local sports clubs. These aid will be granted annually based on budget availability and the usual activities carried out.
