RULES AND CALL FOR THE XIX MARÍA LUISA GARCÍA SIERRA POETRY CONTEST The Bornos City Council, through the Delegation of Culture, calls for the XIX María Luisa García Sierra poetry competition, in accordance with the following bases: FIRST.- Purpose of the call. The object of the contest is the selection and publication of the best work of those presented to the contest. SECOND.- Total budget and budget application. 2.1.- The call will be approved in the current budget year, with its resolution taking place in the following year. For this reason, the authorization of the expense is subordinated to the credit for the year for which it is authorized in the budget. 2.2.- The only prize of the contest is the publication of the work of which 200 copies will be given to the winner. The amount of one thousand six hundred euros is reserved for the prize that will be allocated to the budget item for Awards and Contests of the Delegation of Culture of the budget corresponding to the year 2027. THIRD.- Participants. 3.1. All Spanish-speaking writers may participate in the contest, except the first winners in previous editions of this Award. 3.2. A single modality of participation in the contest is established: adult modality. 3.3.- Participation in the contest implies knowledge and full acceptance of these rules, which is why you will not be able to challenge them once the presentation of the registration and the works has been formalized. The authors will be responsible before the Bornos City Council and third parties for compliance with the provisions of these bases. The competent bodies, in each case, will be empowered to resolve any doubts that arise and make the necessary agreements for the good order of the contest, in everything not provided for in these rules. FOURTH.- Characteristics of the works. 4.1.- Only unpublished works that have not been awarded in other competitions will be admitted to this contest. 4.2.- They must have a minimum length of 400 verses and a maximum of 800 verses, printed double-spaced. Each author may submit only one work. 4.3.- In the event that plagiarism from other authors or institutions has been used, the author will be solely responsible for any incident that may occur for these reasons, and the work will be removed immediately. FIFTH.- Deadline and form of presentation of the works. 5.1.- Deadline. The period for admission of originals begins the day following the publication of the rules in the "Official Gazette" of the province of Cádiz, through the BNDS and will end on November 16, both included. 5.2.- The presentation of the works can be done in the Common Electronic Registry, both in person and electronically, at the Electronic Headquarters of the Bornos City Council, https://sede.bornos.es. In the Catalog of Services, the “Citizen Participation” option will be selected, the process will begin in “Presentation of writings”, it will be completed and its presentation will proceed. The work will be attached to the application, as well as the DNI, NIE or other identification document, both in PDF format. In the case of electronic submission, the size of the documents may not exceed 20 MB. The work will not include a signature or identification of any kind. SIXTH.- Means of notification and publication. In accordance with the provisions of article 45 of Law 39/2015, of October 1, on the Common Procedure of Public Administrations, once the call has been published in the "Official Gazette" of the province of Cádiz, successive notifications will be published, having the effects of the notification, through the electronic notice board of the Bornos City Council. SEVENTH.- Bodies competent for the investigation: The investigation of the file will be carried out by the convening Delegation. EIGHTH.- Jury. 8.1.- The Jury will be made up of qualified people designated by the City Council and will be composed of a minimum number of 3 people and a maximum of 5. 8.2.- The members of the Jury are subject to the regime of abstention and recusal established in article 23 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector. 8.3.- The agreements of the Jury will be adopted by majority vote. In the event of a tie, the President of the Jury will exercise a casting vote, which will be the deciding vote. NOVENA.-
