1. OBJECT The purpose of these rules is to regulate the conditions for the granting of subsidies by the Youth Department of the Zumarraga City Council, aimed at facilitating the access of young people residing in the municipality to psychological care consultations, or, where appropriate, to enable their continuity until the end of 2026. This call gives continuity to the pilot line of aid launched by the Zumarraga City Council between January and June 2026. This initiative responded to the growing interrelation between mental health, the economic situation and youth, evidenced by recent studies such as Equilibristas (2024), prepared by the Spanish Youth Council and Oxfam Intermón. The report shows that 55.6% of young people with material deprivation have mental health problems, compared to 37.7% of those who do not suffer these difficulties. Likewise, 38% of young people do not access therapy for economic reasons, given that going to private therapy twice a month represents approximately 15% of the median youth salary.
