FIRST. PURPOSE OF THE CALL The purpose of this call is to regulate the granting of subsidies through a simplified procedure of competitive competition in an open call, in accordance with article 16.3.a of Legislative Decree 2/2023, of May 3 of the Government of Aragon, which approves the Consolidated Text of the Aragon Subsidies Law, intended to compensate for the decrease in the level of income suffered by retail commercial establishments and for the provision of personal services located in the municipality of Zaragoza, which are affected by works already started or which begin until June 30, 2026, which cause problems on public roads and whose expected duration is greater than six months. This call provides for the granting of aid for the last quarter of 2025 and the first three quarters of 2026. By agreement of the Minister of the Economy, Digital Transformation and Transparency Area, businesses affected by works may be included that, having an initially planned duration of less than or equal to six months, are extended beyond this period due to any circumstance. The purpose of this aid is to contribute to the support of the local commercial fabric in the areas directly affected by said works, alleviating the negative impact that their execution may generate on the economic activity of businesses located in their immediate surroundings. For the purposes of this call, it will be understood that an establishment is directly affected by a work when the following conditions occur simultaneously: a) That the premises are physically located on the ground floor with direct access and "at street level" in any of the sections defined in Annex I. b) That the work causes a substantial and continuous alteration in the accessibility or visibility of the establishment, whether due to cuts, fences, noise, machinery, or the elimination of transport stops or detours. public. c) That the establishment is in operation prior to the effective start of the work and remains active during the affected period. The conditions that may be caused by this type of works in the fourth quarter of 2026 will be included in the call for 2027, if applicable. SECOND.- BUDGET CREDITS AND AMOUNT The subsidies regulated in this call will be financed from the budget application 2026 ECO 4391 47901 "Aid plan for commerce affected by works" of the General Budget of the Zaragoza City Council for the year 2026, initially endowed with an amount of 150,000 euros. The amount of aid to be granted to each beneficiary will be 400 euros per month affected by the indicated works, and may not exceed September 2026. THIRD.- TEMPORAL AND TERRITORIAL SCOPE OF APPLICATION The aid regulated in this call will be applied to establishments located on sections of public roads in the municipality of Zaragoza that are affected by works whose expected duration is equal to or greater than six months and that generate direct impact on public roads that may cause a reduction in commercial activity.
