Official description of the call
First. Beneficiaries 1. Livestock farmers' associations that are constituted as legal entities and that meet the following requirements can benefit from the aid: a) That they are non-profit. b) That they comply with the provisions of Regulation (EU) 2016/1012 of the European Parliament and of the Council, of June 8, 2016, relating to the zootechnical and genealogical conditions for the breeding, trade and entry into the Union of purebred breeding animals, hybrid breeding pigs and their reproductive material, and by which Regulation (EU) No. 652/2014 and Council Directives 89/608/EEC and 90/425/EEC, and certain acts in the field of animal husbandry are repealed. c) That they are officially recognized for the management of the native breed book by the competent authority, according to the requirements established in article 4 and part I of annex I of Regulation (EU) 2016/1012. d) That they comply with the provisions of Royal Decree 45/2019, of February 8, in relation to the zootechnical standards applicable to pure-breed breeding animals, hybrid breeding pigs and their reproductive material, which updates the National Program for the conservation, improvement and promotion of livestock breeds, and modifies royal decrees 558/2001, of May 25; 1316/1992, of October 30, and 1438/1992, of November 27. e) That they meet the requirements demanded by article 13.2, 13.3 and 13.3 bis of Law 38/2003, of November 17, general on subsidies. f) That have the status of PIME, in accordance with article 2.52 and Annex I of Regulation (EU) no. 2022/2472 of the Commission, of December 14, 2022, corrected by Regulation (EU) no. 2023/2607. g) That it is not a company in crisis, in accordance with article 2.59 of Regulation (EU) no. 2022/2472 of the Commission, of December 14, 2022, corrected by Regulation (EU) no. 2023/2607. h) That they have not been subject to a pending recovery order after a previous Commission decision that declared aid illegal and incompatible with the internal market. 2. The livestock farms integrated into the association and located in Menorca where the eligible activities are carried out, must comply, according to Royal Decree 181/2015, of March 13, which modifies Royal Decree 1625/2011, of November 14, which establishes the regulatory bases for subsidies intended for the promotion of Spanish native breeds, and Royal Decree 663/2023, of July 18, which regulates the control of milk yield for the genetic evaluation of cattle, sheep and goat species, establishes the regulatory bases for subsidies for the control of milk yield and modifies several royal decrees on agricultural matters, the following requirements: a) The requirements demanded by articles 13.2, 13.3, 13.3 bis of the Law 38/2003, of November 17, general subsidies. b) That they are owners of active livestock farms located in Menorca and that the farms have the status of PIME, in accordance with the definition of article 2.52 and Annex I of Regulation (EU) no. 2022/2472 of the Commission, of December 14, 2022, corrected by EU Regulation no. 2023/2607. c) That the farm is registered in the General Registry of Livestock Farms (REGA). d) Not be considered a company in crisis, in accordance with article 2.59 of Commission Regulation (EU) number 2022/2472, of December 14, 2022, corrected by Regulation (EU) no. 2023/2607. e) That the exploitation is not subject to a pending recovery order after a previous decision of the Commission that has declared aid illegal and incompatible with the internal market. Second. Purpose The purpose of the call is to support the activities carried out by the associations of breeders of native breeds of Menorca, with the aim of offsetting the cost of expenses related to the management of stud books and genetic improvement, to obtain quality primary products and for the expenses derived from the tasks carried out by the associations to promote these products.
